Authorize the review of the Braddock and Logan General Plan Amendment study request to change the General Plan land use designation from "Agricultural Lands" to "Public/Semi Public" and Single Family Residential - Medium Density for an approximately 105 acre site in the Blackhawk/Danville area. 2. Consider directing the Community Development Department to hold active study of this site for 45 to 60 days in anticipation of an additional General Plan authorization request in the same area. The project site is locatedbetween the Kaufman and Broad "Tassajara Meadows" project and the Wendt Ranch project, and is a portion of the area known as the "intervening properties." The site is designated "Agricultural Lands" in the County General Plan. Braddock and Logan is requesting the land use designation be changer] to "Public/Semi Public" for a seven acre portion located at the northwest corner of the site, and to "Single Family Residential - Medium Density for the remainder of the site (refer to attached map). The residential land use category would allow for a range of 220 to 350 units. The Community Development Department staff has been contacted by Shappell Industries, who has indicated their intention to submit a General Plan Amendment study authorization'request for property in the same vicinity. Although no written request has been submitted, we understand that they expect to file their request sometime in January. Assuming such a study request is forthcoming, it seems prudent to include the additional area as part of the same General Plan Amendment study review. As an alternative, staff could process the two General Plan Amendment study authorizations on the same timeline, such that the Planning Commissions and the Board could consider the proposals at the same time. The environmental review for each general plan amendment study must include a cumulative analysis of impacts. The Braddock and Logan study, when completed, will be scheduled for public hearing before the San Ramon Valley Regional Planning ;Commission for recommendation and the Board of Supervisors for decision. Authorization of a General Plan Amendment study does not imply support for the requested change. t - t • 1 Braddock and Logan Genera! Flan Amendment Study Area North i Tassajara 4 Meadows : Study Area I MH E r TC)V17n Of Darwitie ADDENDUM TO ITEM D. 13 December 15, 1998 Agenda On this date, the Board of Supervisors considered the Braddock and Logan;General Plan Amendment Study Authorization#GP 98-4004. Dennis Barry, Community Development Department Director,presented the staff report and recommendations. The Board discussed the matter, the public was hearing was opened, and the following people presented testimony: Jeff Lawrence, Braddock and Logan, 4155 Blackhawk Plaza,Danville; Tom Koch, Shapell,2682 Bishop Drive, San Ramon; Mark Caughey, East Bay Municipal Utility District, 375 11' Street; Oakland; David Krikorian, Tassajara Meadows, 119 Zephyr Place, Danville.' All those desiring to speak having been heard,the Board discussed the issues. Supervisor Gerber moved that the Board decline to authorize a General Plan Amendment study at this time,pending the recommendations from the Ad Hoc Committee and the Board's action on these recommendations. Supervisor Rogers seconded the motion. Supervisor Canciamlla noted that the Ad Hoc Committee's recommendations would not impact Braddock and Logan's General Plan Amendment study request, and the proposed requests of intervening properties. Maybe the request could be held for 45 to 64 days so staff could coordinate requests for additional studies. Applicants would pay the usual costs and fees. The Board continued to discuss the matter. The vote on the motion was as follows: AYES: SUPERVISORS GERBER and ROGERS NOES: SUPERVISORS UILKEMA,DeSAULNIER and CANCIAMILLA ABSENT: NONE ABSTAIN: NONE Supervisor Canciamilla then moved staff's recommendation No. 1 as stated, and amended recommendation No. 2 to read, "Consider directing the Community Development Department to hold active study of this site for a minimum of 45 to 60 days in anticipation of additional General Plan authorization requests in the same area and pending completion of the Ad Hoc Committee's report." Supervisor DeSaulnier seconded the motion. Supervisor Gerber then inquired how the "same area"is defined in the motion.Mr. Barry noted the staff's recommendation referred to the area within the Tassajara Valley Property Owner's Association. One of the issues raised in this letter is the possible inclusion of an additional 51 acres of property. Those properties are located to the south of the Braddock&Logan property, and are shown on the attached map. The additional request to include these 51 acres was inadvertently omitted from the board order on this subject These properties were originally included in the first submittal received from Mr. Jim Black. That submittal was subsequently withdrawn and replaced by the Braddock& Logan General Plan study authorization request which did not include the 51 acres. If the Board decides to authorize the Braddock & Logan request; we recommend that the authorization include the additional 51 acres submitted by David M. Krikorian.
