Ryan White CARE Act. No County funds are required. BACRC#ROD �REASON(S) Ft3R RLCt7MME1tDATIl71 t 8) : On February 24 1998, the Board of Supervisors approved Contract #22-665 with Planned Parenthood for the period from March 1, 1998 through February 28, 1999 to provide HIV/AIDS case management services including, but not limited to, emergency housing, food and transportation assistance for Contra Costa County residents diagnosed with HIV Disease. Due to a mutual mistake by the parties, the Contract did not accurately reflect the intent of the parties with regard to the level of service to be provided by the Contractor. Approval of Contract Amendment Agreement #'22-665-1 will reform the Contract to make the proper adjustments in the Contract payment provisions to accurately reflect the level of services provided by the Contractor and disencumber funds in the amount of $25,473. This agreement includes a six-month automatic contract extension through December 31, 1999, in the amount of $116,256. FISCAL IMPACT: This Contract is funded as follows: $ 71,023 Federal Medi-Cal (FFP) 50,000 State EPSDT Funding 111,490 County/Realignment Funding $232,513 TOTAL CONTRACT PAYMENT LIMIT CHILDREN=S IMPACT S'T'AT NT: This EPSDT Mental Health Services Contract will support the following Board of Supervisors" community outcomes: Children ready for and succeeding in school; Families that are safe, stable, and nurturing; and Communities that are safe and provide a high quality of life for children and families. Expected program outcomes are Increase and maintain school attendance as measured by school records; Increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) ; Increase in family satisfaction as measured by the Parent Satisfaction Survey; Decrease in out-of-home placements as measured by mental health and social services statistics; and Placement at discharge to a lower level of care. BACKGROUNDJRHASON(S) FOR RBCOMMENDATION(S) : On June 1.7, 1998, the Board of Supervisors approved Contract #24-315-23, with Young Men's Christian Association of the East Bay, Inc. for the period from July 1, 1998 through June 30, 1998 (as amended by subsequent Amendments #24-315-24 and #24-315-25 which included a six-month automatic contract extension through December 31, 1998) for the provision of counseling/therapy services for emotionally and behaviorally disturbed students in selected junior high schools in the West Contra Costa Unified School District. This Novation Contract #24-315-26 replaces the six-month automatic extension under the prior agreement and allows the Contractor to continue providing services through June 30, 1999. Approval of Contract Amendment Agreement #25-517-1 will increase the Contract payment limit, and extend the term of 'the Contract, to allow the Contractor to continue to provide services through June 30, 2001 . RECOMKENDIM ACTI : Approve and authorize the Health Services Director, or his designee (Donna Wigand) , to execute on behalf of the County, Contract #24-939.85 with Brent Hughey, Ph.D. , for the period from April 1, 1998 through June 30, 1999, to provide Medi-Cal mental health specialty services, to be paid in accordance with the rates set forth in the attached fee schedule. II . FINANCIAL IMPACT: This Contract is funded by State and Federal FFP Medi-Cal Funds. III . REASONS FOR RZQ0MMENDATI0NSZBACXGR0LMD: On January 14, 1997, the Board of Supervisors adopted Resolution #97/17, authorizing the Health Services Director or his designee (Donna Wigand, LCSW) to contract with the State Department of Mental Health to assume responsibility for Medi-Cal specialty mental health services as of July 1, 1997 . The implementation date has since been changed to April 1, 1998 . Responsibility for outpatient specialty mental health services involves contracts with individual, group and organizational providers to deliver these services.
