SPECIFIC REQUEST(S)OR RECOMMENDATIONS?&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Social Service Director, or designee, to make joint application with the Contra Costa Child Care Council and the Professional Association of Childhood Educators (PACE) to the State Department of Social Services for $4,630,000 in Stage Two child care reserve funds for children of CalWORKS and former Ca1WORKs parents. FISCAL: No County match. Funds requested are from the State's reserve fund for CalWORKS Stages One and Two child care program. Stage Two funds of$3,762,000 are requested for the Department of Social Service to serve 1,131 children of CalWORKS parents who also receive cash aid. Stage Two funds of$694,400 are requested for the Child Care Council to serve 299 children of former CalWORKs participants, and Stage Two funds of$173,600 are requested for PACE to serve 75 children of former participants. CHILDREN'S IMPACT STATEME This action will support County Outcome #1, "Children Ready for and Succeeding in School", by promoting child care that meets developmental needs of children, and Outcome #3, "Families that are Economically Self-Sufficient", by addressing child care needs of Ca1WORKS parents who are preparing to work, seeking work, or working. Counties must apply jointly with mandated Alternative Providers in their jurisdictions to access State funds. The application requires a description of unmet need and the amount of dollars necessary to cover the shortfall. RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council, to execute on behalf of the County a $61,147 State of California Cooperative Occupational Information System (CCOIS) local partners grant for the term January 1, 1999 through January 31, 2000 to prepare and distribute a local occupationaloutlook tabor market survey. II. FINANCIAL IMPACT: None, one hundred percent grant funded. III. REASONS FOR RECOMMENDATION: On September 22, 1998, the State CCOIS office notified the Private Industry Council that they would be renewing the grant for the collection and dissemination of local labor market information. FINANCIAL IMPACT: County will receive a 10%administrative fee for administration of contract, estimated at$11,000. BACKGROUND: The California State Library has requested that the services of County Librarian Anne Marie Gold be provided as the interim manager for the Library of California. The Library of California is a new statewide library networking program authorized by legislation SB 409 which was passed by the Legislature and signed by the Governor in the last legislative session. Contract services .shall include: 1. Guidance to the development of policy directions and recommendations*for the Library of California Board and its Chief Executive Officer, the California State Librarian, for program startup. 2. Formal contacts with potential.participating libraries of all types statewide. 3. Development of recommendations for long term continuation and program expansion. 4. Oversight of implementation of policy directions for the Library of California Board. It is necessary for the State to utilize a contract for the Library of California startup management as the establishment of regular positions for the program is estimated to take 6 - 9 months. The State of California will reimburse the County of Contra Costa for all salary and benefit costs for the cline month duration of the contract from January 1, 1999 through September 30, 1999. In addition, the County will receive a 10% administrative fee for administration of the contract, estimated at $11,000. At the completion of the contract the County Librarian will resign from County service. It is in the interests of the County to join with the State in this new collaborative effort as it will enhance the visibility of the County Library with the Library of California. I .E.S . has been providing bio-hazardous waste removal services for the County' s Health Services Department since September 1, 1987, and has again been selected by the Department as the vendor whish submitted the best proposal at a price which matched the best ;price offered by any other vendor. Approval of Contract #26-167-11 will allow the Contractor to continue providing bio-hazardous waste removal services for the Departments through November 30, 2001 . FISCAL INRAC c This Contract is included in the Health Services Department 's Enterprise I budget. pACXGR0UND1RXASE3N S) R RECCIMXEND1,4TI0N(S} On April 14, 1998, the Board of Supervisors approved Contract #26-203--11 with Nor-Cal Medical Temps, for the period from April 1, 1997 through March 31, 1998, for temporary help during vacations, sick leave, and temporary absences of County pharmacists and technicians, as well as during periods when permanent positions were vacant. At the time Contract #26-203-11 was negotiated, the payment limit was based upon targeted levels of utilization. However, the utilization of services has exceeded the Department's projections. Approval. of Contract Amendment Agreement #26-203-12 will allow the Contractor to continue providing temporary coverage, through March 31, 1999.
