SPECIFIC MUEST(s)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to execute and submit State Standard Agreement #99F-1907 (County #39-813-7) with the California Department of Community Services and Development in the amount of $512,404 for 1999 Community Services Block Grant program services for the period from January 1, 1999 through December 31, 1999. II. FINANCIAL IMPACT: This Contract is federally funded through the California Department of Community Services and Development. Funding from this agreement for the period from January 1, 1999 through June 30, 1999 is reflected in the Community Services Department FY 1998-99 budget. Funding for the period from July 1, 1999 through December 31, 1999 will be reflected in the Department's 1999- 00 budget. No County funding is required. Ill. REASONS FOR RECOMMENDATIONS/BACKGROUND: On January 6, 1998 the Board approved the 1998 Community Services Block Grant (CSBG) State Standard Agreement with the California Department of Community Services and Development (State). Approval of the 1999 CSBG State Standard Agreement will continue to fund CSBG subcontractors to provide self-sufficiency programs and emergency services for eligible county individuals and families. Final review of the 1999 CSBG State Standard Agreement by the Economic Opportunity Council is scheduled for December 7, 1998. This contract will be reviewed and approved as to form by County Counsel prior to submission to the State. CHILDREN'S IMPACT STATEMENT: The Community Services Department Child Development Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health to low-income children throughout Contra Costa County. IV. REASONS FOR RECOMMENDATIONS/BACKGROUND: On July 28, 1998, the Board of Supervisors approved Local Agreement #GWAP-8006 (County #39-849-2) with the California Department of Education for $283,505 in reimbursable funds to continue to provide valuable state preschool services to program eligible children residing in the County from July 1, 1998 through June 30, 1999. The State Legislature has budgeted additional funds for Child Care and Development programs to compensate for costs associated with the higher State minimum wage law. Funding will be used by the Child Development Division of the Community Services Department to provide a Cost-of-Living increase to Division employees. This contract amendment will be reviewed and approved as to form by County Counsel prior to submission to the State. REASONS FOR RECQM11JIEENDATIONS/BACKGROUN17: On December 16, 1997, the Board approved Standard Agreement #98B-1010 (County #39-806-6) with the California Department of Community Services and Development for 1998 Low-Income Home Energy Assistance (LIHEAP) services. Approval of this Standard Agreement will allow the County to continue to provide residential weatherization assistance, assistance with gas and electric bill payment, and energy-related crisis assistance to low-income households throughout Contra Costa County. This State Standard Agreement will be reviewed and approved as to form by County Counsel prior to submission to.the State. SPECIFIC REQUEST(S)OR RECOMMRNDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to submit a competitive loan application to the California Department of Education (State) Child Care Facilities Revolving Fund Program in the amount of$780,000 for the purchase of relocatable child care facilities. II. FINANCIAL IMPACT: If this application is approved by the State, County is obligated to repay the entire loan amount of$780,000. Repayments will commence 180 days after final fund release to the County and will be an amount sufficient to amortize the entire cost over a 10-year period, with no interest. Funding for repayment of this loan will be included in the Community Services Department's Budget for the duration of the repayment period. No County funding is required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND : The Child Care Facilities Revolving Fund is a lease-purchase program which provides funds to eligible public and private child care providers for the acquisition of relocatable child care facilities. There is $25 million available for this program from the 1998-98 State Budget Act. The funds may be used for the acquisition of relocatable buildings, architect and inspection fees, and site development costs. The program will be jointly administered by the California Department of Education's Child Development Division and School Facilities Planning Division. Funding requested for this application will be used for the purchase of 6 relocatable child care classrooms for the Community Services Department. Title for the classrooms will transfer from the State to the County after full repayment has been made. Approval of this funding application will allow for the purchase and installation of six new classrooms in Contra Costa County at a reduced cost. Completed applications are dugto the State by December 15, 1998.
