SUBJECT: Establish differential for additional duties RESOLUTION NO. 98/ 637 and responsibilities in the class of Recordable Documents Technician WHEREAS, the County Clerk-Recorder has requested and the Director of Human Resources has recommended that a ten percent differential be established in the class of Recordable Documents Technician so that a single position in that class, that is assigned specific additional duties and responsibilities may be appropriately compensated for those added responsibilities; AND WHEREAS, the County Administrator has approved this request; NOW, THEREFORE, THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS RESOLVE THAT: 1. Effective December 1, 1998, a ten percent differential is established in the class of Recordable Documents Technician(J9WF). 2. No step shall be granted above step 5 for satisfactory performance with steps 6 and 7 being reserved for the incumbent designated by the appointing authority as having been assigned specific additional duties and responsibilities. 3. The incumbent in the position designated by the County Clerk-Recorder as having been assigned specific additional duties and responsibilities may receive in addition to their merit step , two 5 % steps as provided for in the salary range. In no case shall a step be given beyond the step 7 of the salary range for satisfactory performance by the incumbent in the position. 4. The additional duties and responsibilities shall include but not be limited to the following: • processing complex and unique recordings • title company special case recordings • oversight and recording of map filings • providing lead direction to other Recordable Documents Technicians • staff scheduling and monthly reports 5. If the incumbent assigned in the position is unable to perform the additional duties and responsibilities, these duties may be assigned to another incumbent, who is then eligible to receive the differential. 6. This differential is awarded at the discretion of the appointing authority and may be rescinded at the discretion of the appointing authority. 7. Except as may be changed or modified by resolution hereafter, all provisions of the Salary Regulations are applicable. The revision and retitle of the class is due to a minor change in the specification under minimum qualifications that now requires an incumbent be in possession of Association for the Advancement of Medical Instrumentation(AAMI)certification or take the AAN41 test and receive a passing grade within one(1)year of employment. There is no lower class therefore elimination of the word"Senior"along with some of the duties and responsibilities have been removed. These are hard to fill positions due the current salary rate,other locations pay at a higher rate than this county. Classification The Board hereby establishes the following project classification and pay range for use in the CalWORKS County Employment Development Program. • CalWORKS County Employment Development Worker_ Project at pay range M25 -0957 ($1213-$3177). 2. Compensation The specific compensation rate for positions filled by a participant of this program shall be established at a rate of at least 5% below the authorized',range and steps for the merit system classification of the funded position into which the participant is being placed. Benefits shall be provided at the level authorized for the merit system classification to which the funded position is assigned. The Director of Human Resources is authorized to establish designated specialties within these classifications for the purposes of program administration such as assignment of positions to designated bargaining units and eligibility to participate in County benefits programs and additional pays. 3. Appointment Appointments shall be made from eligible lists established and certified by the Director of Human Resources for use in this program. The Appointing Authority shall make the initial appointment at the step on the salary range established for the CalWORKS County Employment Development Worker-Project classification that represents at least 5% below the minimum step of the salary range established for the merit system classification assigned to the funded position into which the participant is being placed. Appointment to any step above the minimum step of the merit system classification must be approved by the Director of Human Resources. Above Step 1 appointments shall be in consideration of special qualifications and skills of the person being appointed. Anniversary dates shall be set in accordance with Section 3.1 of the Salary Regulations. On each anniversary date, the employee is eligible to receive a 5% salary increment. 4. Positions Positions in the CalWORKS County Employment Program will be funded by salary offset of a specific funded classified position or equivalent vacant position. The California State Library has requested that the services of County Librarian Anne Marie Gold be provided as the interim manager for the Library of California which will require that the Ms. Gold be granted employee status in a capacity other than her current position of County Librarian for the period from January 1, 1999 through September 30, 1999. In providing an alternate position for Ms. Gold while under contract with the State of California, the County intends that she not be subject to any loss of pay or benefits now provided to her as a Department Head. Effective January 1, 1999, the existing classification of Library Special Projects Director- Exempt (3AA1) is reallocated from salary schedule/level C5 2674 ($6581-$7999) to salary schedule/level M50 2723 ($6911-$8821) to make it equivalent to the current salary of County Librarian. 2. All provisions of Resolution 96/488 (Subject: Compensation and Benefits for County Officers, Managers and Unrepresented employees from October 1, 1995 to September 30, 1999 and Until Further Order) and all subsequent revisions thereto, covering various pay incentives, differentials, leaves and pay for time not worked, benefits, allowances and terms and conditions of employment, shall continue to be applicable to the class of Library Special Projects Director- Exempt and the class shall additionally be eligible effective January 1, 1999 for those benefits specifically designated for Department Heads.
