In response to a question posed by Supervisor Gerber (sent via a facsimile due to illness) concerning potential duplication of work with the CCTA, Smith & Kempton explained that their representation on behalf of the County over the past several years has dealt with a broader range of legislation that covers transportation, public works, and planning/development issues rather than the more specific issues of funding and projectdevelopment for transportation that have concerned the CCTA. Additionally, Smith & Kempton described how their advocacy on behalf of the County complements CCTA's issues, and vice versa. The Public Works Director, Community Development Director, and the Board's Transportation Committee have negotiated a new scope of work for calendar year 1999 and it is recommended by the Transportation Committee that the Board authorize the Public Works Director to execute a consulting services agreement with Smith & Kempton (see Exhibit A).
