ACKNOWLEDGE the significant progress made by the Children and Families Policy Forum over the past two years in increasing awareness of children and families'issues and bringing together a coalition of public agencies, community-based Organizations and community representatives. 2. AGREE that the next logical step in the evolution of children's issues would be to further elevate the stature the Children and Families Policy Forum. 3. DESIGNATE a member of the Family and Human Services Committee Board of Supervisors as the Board's representative on the Children and Families Policy Forum. DIRECT that the position of staff to the Children and Families Policy Forum shall report to an oversight committee composed of the Policy Forum chair, Board member, Superintendent of Schools and the Public Managers' Association designee to the Policy Forum (representing the agencies funding the staff position). The staff position will be responsible for Policy Forum activities including, but not limited to: >_ Children's Future Corps Liaison >_ Children's Report Card >_ Honor Roll Awards > Annual Conference >► Quarterly Forum Meetings > Monthly Executive Committee Meetings >- Yearly Mork Plan BACKGROUNDIREASON(S) FOR RECOMMENDATION(S): The Children and Families Policy Forum was created in 1996 by the Board of Supervisors at the recommendation of the Family and Human Services Committee. It was created in response to the need to increase awareness and ownership of children and families' issues. Since that time, significant progress has been made: • creation of Contra Costa's vision statement for children and families, representing our collective desire for the well being of children and youth. • identification of five community outcomes representing the elements of the vision statement. • production of the first Contra Costa Children's Report Card in 1997 with distribution of over 7,000 copies and numerous presentations to community groups and other constituencies. • production of the 1998 Children's Report Card. • initiation of the Honor Roll Awards, recognizing best practices in Contra Costa that reflect collaborative community-based strategies to support the well being of children and families. • the"Kids are everybody's business" conference, bringing together over 400 Contra Costans to focus on children and families' issues. Membership on the Children's Policy Forum has expanded over the past two years with the addition of the chancellor of the Contra Costa Community College District, the Executive)Director of the Economic Partnership, the Executive Director of the Contra Costa Council and the President of the 32nd District PTA. The accomplishments and expanded membership of the Children's Policy Forum mark a significant step forward in our effort to improve the well being of children and families in Centra Costa County. The organizational structure is now in place. Now is the appropriate time to take the next step to elevate the stature of the Policy Forum and to strengthen its linkage with the Board of Supervisors. This could be accomplished with the appointment of a member of the Family and Human Services Committee of the;Board to the Executive Committee of the Children's Policy Forum. In addition, staff, would be transferred, reporting to an oversight committee composed of the Policy Forum Chair, Board Member, Superintendent of Schools and the Public Managers'Association designee to the Policy Forum(representing the agencies proposed to fund the staff position). This would support the County's objective of broadening ownership of the children and family issues and the Policy Forum. 2
