FISCAL IMPACT No General Fund impact. HOPWA funds are allocated to local jurisdictions by formula, through the U.S. Department of Housing and Urban Development(HIND). BACKCROUNDIREASONS FOR RECOIVINIENDATIONS Housing Opportunities for Persons with AIDS (HOPWA) funds are allocated to Contra Costa Entitlement Jurisdictions(the Contra Costa Consortium and the Cities of Antioch, Concord, Pittsburg, Richmond and Walnut Creep) by formula through the City of Oakland and the U.S. Department of Housing and Urban Development (HIND). As Feed by the jurisdictions, $340,303 of the FY 1997 allocation was reserved for the development,of affordable rental housing for low-incO n. persons with HIVIAIDS. There are ten one-bedroom apartments and two two- bedroom apartments. Four of the one-bedroom apartments will be designated for low income people with HIV AIDS who are currently homeless, living in an unstable housing situation, or are paying more than 30 percent of their income towards rent. The four H)PWA units will be affordable to households at or below 30 percent of the area median income(ANTI) and the remaining eight units will be affordable to households at or below 60 percent AMI. All of the units will be affordable to the target populations for 36 years. Support services will be provided by New Connections and will include: psychosocial case management services, individual service case plans, substance abuse coordination services, coordination of services and referrals required to implement plan and monitor to assess efficacy of the plan, provide client home visits. The City of Concord Redevelopment Agency has approved a$381,500 loan to Shelter, Inc. for this project and Shelter, Inc. expects to secure a private lender loan to cover the remainder of the $841,500 budget. The total cost of this project is $841,500.
