SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
REFER to the following items to the Transportation Committee for 1999:
1. Transportation-related legislative matters;
2. All applications for transportation grants to be prepared by the Public Works and Community
Development Departments;
3. Development and implementation of the State Transportation Improvement Program;
4. Oversight of the activities of the Ad Hoc Intercity Rail Advisory Committee which advises the
Board on intercity passenger rail issues;
5. The County Road Improvement Program Update;
6. Monitoring the activities of the Contra Costa Go-Bike! Program;
7. Monitoring of the activities of the Contra Costa Transportation Alliance related to welfare
reform; and
8. Regulation of garbage truck weight loads.

BACKGROUND/REASONS FOR RECOMMENDATIONS
On December 7, 1998, the Transportation Committee reviewed the attached report describing items
referred to the Committee during the 1998 calendar year. Several of these items were found to be of
routine or continuing interest to the Committee and are recommended to remain on the Committee's
calendar for 1998. One item, the regulation of garbage truck weight loads, had not been completed and
is anticipated in be concluded early next year. Supervisor Gerber did not attend the meeting due to
illness but submitted her comments in writing. Supervisor Gerber had no objection to the report.

SUBJECT: Other Matters to Conclude the Calendar for 1998
This is a list of the items referred to the Transportation Committee in 1998. This report is offered
to determine if the Committee may wish to recommend that the Board carry over into 1999.
The following items were carried over from the prior year or were identified by the Board as
specific activities for the Committee last January.
1. Transportation-related legislative matters;
2. All applications for transportation grants to be prepared by the Public Works and
Community Development Departments;
3. Development and implementation of the 1998 State Transportation improvement
Program;
4. Oversight of the activities of the Ad Hoc Intercity Rail Advisory Committee which advised
the Board on intercity passenger rail issues;
5. Referral of the County Road Improvement Program Update; and
8. Monitoring the activities of the Contra Costa Go-Bike! Program.
The following additional referrals were made during the course of 1998:
7. Correspondence regarding support for transit service in the North Richmond Area;

9. Items from the Carquinez Bridge Crockett Advisory Committee (information only)
10. Monitoring of the activities of the Contra Costa Transportation Alliance related to welfare

11. Update of the Regional Transportation Plan;
12. Solano Way Transportation Trust Fund,

13. Correspondence on the support of BART's efforts to investigate opportunities to expand
parking at the Bay Point BART station;
14. Congestion Management Agency Budget and the budgets of the Regional Transportation
Planning Committees;
15. Tri Valley Transportation Development Fee Program;
16. Memorandum between CCTA, County, Pittsburg regarding SR 4 Landscaping project.
17. Regulation of Garbage Truck Weight Loads;
18. Reorganization of the Countywide Bicycle Advisory Committee;
19. Resolution supporting the 4th Bore of the Caldecott Tunnel;
20. Correspondence on the State Route 239 Interregional Corridor Study;
21. Correspondence on the San Pablo Dam Road/Camino Pablo Action Plan Update; and
22. Request of the Committee to meet with representatives of railroad regulatory agencies
