SUBJECT: APPROVAL OF STANDARD CONTRACTS FOR HEAD START FAMILY CHILD CARE
PROVIDERS.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director or designee to execute Standard Contracts
for Head Start Family Child Care services for the period from January 1, 1999 through December 31, 1999
as follows:

II. FINANCIAL IMPACT:
These contracts are funded through the U.S. Department of Health and Human Services, Administration for
Children and Families (AFC). No additional County funding is required.
Ill. CHILDREN'S IMPACT STATEMENT:
The Community Services Department Head Start Program supports two of Contra Costa County's
community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable
and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality
early childhood education, nutrition, health, and social services, along with a strong parent involvement
focus, to low-income children throughout Contra Costa County.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On December 1, 1998, the Board of Supervisors authorized the Community Services Director to execute
standard contracts with thirteen Family Child Care Providers across Contra Costa County. A total of fifteen
Providers are included in the 1999 Head Start Basic Grant Application.
Approval of these contracts, in addition to the above-referenced thirteen contracts already approved by the
Board, will allow the Contra Costa Head Start program to serve up to seventy-five (75) additional children
in a full-day, full-year setting.

I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director or designee to execute contracts
for 1999 Community Services Block Grant poverty program services for a total amount of
$100,294 for the period from January 1, 1999 through December 31, 1999 as follows:

II. FINANCIAL MPACT:
These contracts are Federally funded through the California Department',of Community Services
and Development . No County funding is required.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
Contractors were selected based on the results of a Request for Proposal (RFP) administered by the
Department and the Economic Opportunity Council to provide poverty program services in target
areas of the County. On January 13, 1998, the Board of Supervisors accepted the recommendation
of the Economic Opportunity Council to enter into contracts with the above-listed organizations.
On February 24, 1998, the Board approved contracts with the above-listed contractors to provide
CSBG program services.
Approval of these contracts will allow for continued CSBG program services throughout Contra
Costa County in 1999.

REASONS FOR.MCOMMEN ATIM
Contra Costa County Area Agency on Aging(AAA) and Contra Costa Health
Plan(CCHP)submitted a proposal to the California Health Care Foundation for a
planning grant to foster the development of a cost effective model for a Medicare
Managed Care System and was awarded the grant by the California Health Care
Foundation. This unique collaboration will support the county's commitment to
maximize the quality of life for our senior residents, resulting in better patient
outcomes and enhanced autonomy, dignity and independence of the elderly, as
well as healthier lifestyles.
Therefore, the Director, Office on Aging, is recommending authorization to
conduct contract negotiations and execute a contract with Ruth Goodin as
specified above.

Katharina Zulliger in the amount of$47,840 to provide technical assistance for the Service Integration
Program and to act as Program Manager'for Bay Point Works through December 8, 1999.

Integration Budget ($26,000) for technical assistance to Service Integration.

outcomes, write reports, help produce the SIT Newsletter, work on grant proposals, provide technical
assistance services to the North Richmond Employment Collaborative and provide a Variety of ether
supports.
As the Bay Point Works Project Manager, Ms. Zulliger, will be responsible for managing all aspects
of the Bay Point Works Neighborhood Employment Collaborative.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Social Service Director, or designee, to extend child
care capacity building contracts with the English Action Center for $42,704, the Contra
Costa Child Care Council for $37,500, and the Regional Occupational Program for
$16,213 from December 31, 1998 through June 30, 1999.
SAL:
No County funds. The California Department of Social Services (CRSS) has granted
the County permission to roll over to FY 1998-99 a late FY 1997-98child care capacity
building allocation of$96,417 to expand capacity of licensed child care and improve
quality of unlicensed care.
CHILDREN'S DI IC STATEMENT:
This action will support County Outcome #1, "Children Ready for and Succeeding in
School", by promoting child care that meets developmental needs of children, and
Outcome #3, "Families that are Economically Self-Sufficient", by addressing child care
needs of CalWORKs parents who are preparing to work, seeping work, or working.

CaIWORKs population and low availability of licensed child care slots (cities of
Crockett, San Pablo, Richmond and Pittsburg), and to train 100 license exempt
providers, and

Care Home providers in East County,
