l TO: BOARD OF SUPERVISORS William Walker, M.D. , Health Services Director FROM: By: Ginger Marieiro, Contracts Administrator '��` =, Contra Costa DATE: December 2, 1998 County SUBJECT: Approval of Non-Physician Services Contract #27-154-2 with -_--__ Al hamhra Val l p3Z Cnunepl ing SPECIFIC REQUEST(S)OR RECOMMENDATIONS)S BACKGROUND AND JUSTIFICATION RECOMMENDED ACTIOI+T: Approve and authorize the Health Services Director or his designee (Milt Camhi) to execute on behalf of the County, Non-Physician Services Contract ##27-154-2 with Alhambra Valley Counseling, for the period from January 1, 1999 through December 31, 1999, for the provision of professional outpatient psychotherapy services, to be paid in accordance with the rates set forth below: a. $ 44.00 per individual therapy session; b. $_450.00 per case for up to twelve(12) individual sessions; C. $ 90.00 per month for Medicare/Medi-Cal client's ongoing intervention to cover a minimum of two (2) client contacts per month; d. $ 60.00 per hour for psychological testing; and e. $ `70.00 per hour for neuropsychological testing. FISCAL IMPACT: This Contract is funded by Contra Costa Health Plan member premiums Costs depend upon utilization. As appropriate, patients and/or third party payors will be billed for services . BACKGR0UNb/REAS0N(5) FOR RECOMMENDATION(S) : On January 6, 1998, the Board of Supervisors approved Contract #27-154-1. with Alhambra Valley Counseling, for the period from (January 1, 1998 through December 31, 1998, for outpatient psychotherapy services for Contra Costa. Health Plan (Health Plan) members. The Health Plan has an obligation to provide professional outpatient psychotherapy services for Health Plan members with mental health therapy services as a covered benefit. This population includes Medi-Cal, Medicare, and Commercial members enrolled in the Health Plan. Approval of Non-Physician Services Contract #27-154-2 will allow this Contractor to provide professional outpatient psychotherapy services through December 31, 1999 . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On January 20, 1998, the Board of Supervisors approved Contract ##27-358' with John Scarsell,, DPM (dba Richmond Foot Clinic) , for the period from January 1, 1998 through December 31, 1998, for the provision of health care services for Contra Costa Health Plan (Health Plan) members. The Health Plan has an obligation to provide certain specialized professional health care services for its members under the terms of their Individual and Group Health Plan membership contracts with the County. Approval of Non--Physician Services Contract ##27-066-5 will allow the Contractor to provide optician services to Contra Costa Health Plan through December 31, 1999. FISCAL IMPACT Nene BAC&ag0UNp f RZAg0N(s) FOR RECOWLENDATICN(S) The purpose of this agreement is to provide Contractor' s Internal Medicine Residents with the opportunity to integrate academic knowledge with application skills and attitudes at progressively higher levels of performance requirements and responsibility,. Supervised field work experience for residents is considered to be an integral part of both the educational and professional preparation. The Health Services Department can provide the requisite field education, while at the same time, taking advantage of the students ' services to patients . Approval of this Unpaid Student Training Agreement #22-694 will provide supervised clinical experience for the Contractor's residents through August 31, 1999.
