SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
ESTABLISH an Ad Hoc Veterans' Monument Advisory Committee with positions for: 1) three
representatives of veterans' organizations in Contra Costa County; 2) two veterans not affiliated
with any veterans' organizations; 3)the Director of General Services (or designee); 4) the County
Administrator (or designee); 5)the Veterans' Services Director; 6) a representative of the
Pleasant Hill City Council; 6) Supervisor DeSaulnier(or designee); and 7) two at-large public
members.
DIRECT the Director of General Services to have prepared draft painting and landscaping bid
proposals for review by the committee at its first meeting (sometime before the end of 1997);
REQUEST the committee to develop recommendations on 1)how best to rehabilitate and
enhance the monument; and 2) funding options, both public and private, for performing the
work; and
DIRECT the County Administrator's Office to establish a bank account specifically designated
for the monument restoration such that any private contributions received for this effort can
deposited therein;
REQUEST the committee to report back to the Board of Supervisors in the first quarter of 1998
with its recommendations such that the Board may take action in time for the Memorial Day
1998 observances.
FINANCIAL IMPACT
To be determined. Estimates at this time for the structural, painting and electrical work are
approximately $50,000. A variety of sources, including public, private, and veterans'
organization funds could be identified.

BACKGROUND
The Veterans' Monument in Pleasant Hill currently resides on county-owned property in the City
of Pleasant Hill. For several years, many have expressed concerns about its appearance,
maintenance and whether it should even remain in its current location. For a variety of reasons,
there has not been a concerted effort to address any of these issues.
Recently, I met with the Veterans' Services Director,the Director of General Services, a
representative from the County Administrator's Office, representatives of various veterans'
organizations, veterans not affiliated with any organizations, and the mayor of the City of
Pleasant Hill to discuss a variety of concepts on how best to honor veterans in our county.
Out of those discussions, it seemed appropriate to establish an ad hoc committee to review
various issues pertaining to painting, reinforcement of the structure, lighting, landscaping,
installing a public address system, and financing so that the monument could once again be a
focal point honoring veterans in our county.
It was agreed that recommendations could be made and appropriate work accomplished such that
any work on the monument could be completed in time for Memorial Day 1998 observances.

• Information regarding the Monument Preservation/Restoration Committee, its mission,
goals, and membership, and a statement of what the committee believes the monument
stands for.

VETERANS' MONUMENT
CHRONOLOGICAL HISTORY
• December 11, 1927 The monument was dedicated at its original location at the
intersection of Redwood Highway and Victory Road, a place called
Hookston Junction.
The idea for the memorial was conceived by Sheriff R. R. Veale who collected over $35,000 in
contributions of cash, materials, and services. The monument was built entirely with public
contributions; no public funds were used in its construction.
The original purpose of the monument was to pay tribute to Contra Costa County's 77 (76 men:
and 1 woman) war dead from World War I.
• January, 1954 The monument was relocated 1,000 feet south to its current location
adjacent to the I-680 freeway ramp, Boyd Road, and North Main
Street.
The California Division of Highways (now CALTRANS) paid for the relocation of the
monument. The County granted a deed to the State for the original site (Board Resolution
#10959 dated November 3, 1953), and the State granted a deed to the County for the current site.
It should be noted that many area veterans organizations' representatives were opposed to the
moving of the monument. Further, the consensus was that, if it must be relocated, most veterans
favored reconstructing it in kind and size at a new location.
• November 14, 1961 The area that encompasses the monument and the surrounding area
were incorporated into the City of Pleasant Hill.
• October 14, 1968 Then-County Administrator, J. P. McBrien, sent a letter to then-City
Manager, L. M. Walton, indicating that the County acknowledges
ownership of the property, but he believes that County responsibility
for the monument is limited to payment of water for gardening
services and to repainting the monument when necessary.
• June 4, 1975 County Public Works Department received a letter from Jim Alkire,
then-City Manager of Pleasant Hill, indicating that both the City and
the County were providing maintenance to the monument and its
grounds, but the primary reason for the letter was to request
information regarding ownership of the monument and to determine
the agency that had the power to remove the monument.
On June 10, 1975, the County response indicated that the County does not know who owns the
monument at either its prior location or its present location, other than that the County does
acknowledge ownership of the property. The letter also indicates that, under Section 34332 of
the Government Code, the County could convey the subject property to the City of Pleasant Hill.
• June 5, 1980 A copy of a memo from Mel Wingett, then-County Administrator, to
members of the Board of Supervisors, indicated that there had been
discussion with the City of Pleasant Hill regarding maintenance of the
monument. The City was exploring the possibility of creating a trust
fund in which they had expected the County to participate with a
contribution, and, on June 10, 1980, the matter was referred to the
Finance Committee to consider the County's contributing $2,000 to
the trust fund.
• August 19,-1981 The matter of contributing to the trust fund was removed from the
Finance Committee calendar since the City of Pleasant Hill had not
taken follow-up action on the matter. The communication further
indicates that the City Manager stated that it was anticipated that
private funds would be received for the monument site and the City
had decided to wait to see if public funds would be needed.
• April 3, 1995 An internal work order request was made by the Lease Management
Division to review the condition of the monument, as it appeared to
be in poor condition and possibly a safety hazard. On April 6, 1995,
General Services staff met with members of the monument group to
review the condition of the monument. Staff recommendation was
that a structural engineer be hired to conduct an initial seismic
evaluation that would probably cost less than $1500; a full report with
seismic testing could be as much as $10,000.
May 16, 1995 Gayle Bishop, then-Chair of the Board of Supervisors, received
letters from VFW Post 1898 and American Legion Post 151
requesting the support of the Board regarding the maintenance and
repair of the monument. On May 29, 1995, Ms. Bishop-received a
letter from Pleasant Hill American Legion Post 331, also requesting
that the County assume its responsibility in maintaining and repairing
the monument.
• June 10, 1995 The above letters were referred to the General Services Department
for response, and, on July 12, a response was made to the County
Administrator's office. On July 28, 1995, Phil Batchelor responded
to American Legion Post 331 indicating that severe budget constraints
on the County would not allow for acceptance of maintenance for the
structure where there is no legal requirement to do so.
• July 30, 1997 Letter from County Veterans Service Officer, Gary Villalba, indicating
that Supervisor DeSaulnier will meet with the Veterans Memorial/
Preservation Committee to discuss possible solutions to the possible
restoration and preservation of the monument.

9 in general the State's plan for the improvement of Highway 21 1n

11 WHEREAS, preparatory to the performance of certain work of
12 improvement on said Highway 21 near Concord in this County it is
13 necessary and proper that the Contra Costa County Veterans'
14 Memorial Monument on said Highway 21 in the vicinity of Concord
15 be moved from its location to a new site at or near the inter-
16 section of Boyd Road with Highway 21 in order that said work may
17 be accomplished; and
18 %h`H=AS, the said A. M. LY14CH has outlined the general
19 term of an agreement to be entered into by and between the
20 County and the State Division of HigYiways, by the terms of which
21 the said Monument will be moved at State expanse from its
22 present location to said new site and deeds will thereupon be
23 exchanged between the County and the State for the old and new
24 sites; the County deeding to the State the present site of the
25 Monument, and the State deeding to the County the site upon
26 which said Monument is to be relocated,
27 NOW THEREFORE AND GOOD CAUSE APPEARING, IT IS ORDERED
28 that the County Right of Way Agent and the District Attorney be
29 and they are hereby ordered and directed to negotiate with the
.30 State Division of Highways the details of said contract for
31 later submission to this Board.

WHEREAS, the State of California desires to purchase a
parcel of land lying adjacent to Highway Junction Subdivision in
Contra Costa County; and
WHEREAS, the said property is held by the County of Contra
Costa under an agreement to use said property to exhibit a
monuments and
WHEREAS, it is the desire of the County of Contra Costa
through its Board of Supervisors, to release its rights, title,
and interest in said property to the State of Californias

This u-ill confirm our conversation of June 2nd regarding the
confusion which surrounds the maintenance of the War Memorial Monument
in Pleasant Hill.
As I indicated to you in my letter,' the City of Pleasant Hill has
periodically provided maintenance on the monument. However, our maintenance
people advise me that from time to time County maintenance crews come in
on the site and perform. certain trimming of bushes and clean up work. More-
over, there is a question in our minds as to who is responsible for issuing
a permit in the event that the City of Pleasant Hill or anyone else "Vere to want
to remove the monument and relocate it to another spot,V
I hope you will be able to discuss these matters in your department
and research your records to determine the actual responsibility for the
monument. The Citv of Pleasant Hill is really seeking information as to the
ownership of the monument and the agency which has the power to issue a
permit for the removal of the monument.
Your assistance and an-v information you can provide regarding this
matter will be greatly appreciated.

Here is some information on the Veterans ' Monument in Pleasant Bill .
Our records do not reflect who oi,.ned the monument in its former loca-
tion at the junction of 11Ionument. Boulevard and Contra Costa Boulevard.
It t-'-as located in a triangular island in the middle of the then 'IT"
intersection, so I would assume it was located within the public road
right-of-way.
Attached is I note from George Derana, our Real Property Agent, with
some additional iinformation on its present ownership, history, etc. ,
Which may be helpful.
1,.c will be interested in working with you should you develop any plans
for a relocation or replacement acceptable to the various veterans '
organizations and other interested groups. Subject to approval of
your plans by such organizations, I would expect that the Board of
Supervisors would be willing to deed the parcel to Pleasant Hill.

Jim Alkire, Pleasant Hill City Manager, called me concerning
the Veterans Monument on Contra Costa Boulevard. Although the
monument is on property owned by the , County, for many years it
has been maintained by the. City and local residents .
i`Saintenance of the monument has generally involved maintaining
and watering the landscaping and the raising and lowering of the
flags daily. These have been chores which have been shared by
City personnel and various organizations and individuals in the
community. Recently veterans organizations performed maintenance
on the monument and landscaping which has enhanced its attractiveness
considerably.
Jim Alkire was exploring the possibility of creating a trust
fund from which maintenance might be financed in the future . His
suggestion was that the City, County and Redevelopment Agencies
contribute a few thousand dollars and that veterans groups and
other interested organizations be asked to contribute to a trust
fund. If the total could be as much as $10 , 000 , he felt maintenance
could be provided from the interest -on the trust. His tentative
suggestion involved a $2, 000 contribution from the County .
He suggested I explore with members of the Board whether you
felt this might be a reasonable way of sharing maintenance responsi-
bilities for the future. It is clear that the City of Pleasant Hill
has assumed most of the responsibilities in the past despite the
fact that it is on County-owned property. If you have any thoughts
.on this matter, let me know. I have not had the opportunity to
discuss the legalities of this proposal with the County Counsel;
however, the Public Works Director and I felt it had some merit.

On June 10 , 1980 , Supervisor Schroder called attention to the
Board that the Pleasant Hill City Manager was exploring the possibility
of creating a .trust .fund from which interest could be used to finance
maintenance on the Veterans Monument in Pleasant Hill and requested
that the county consider contributing $2 , 000 to the trust fund since
the monument is located on county property. This matter was referred
to the Finance Committee on aforesaid date.
On June 16 , 1981 , the Finance Committee reported that the City
of Pleasant Hill had not taken any follow-on actions on this matter;
and suggested removal as a committee referral with the understanding
that the County Administrator would continue to review and report to
the Board as required.
-The County Administrator received a letter from the City Manager
of Pleasant Hill ,dated June 26 , 1981 , stating that it was anticipated
that private funds would be received for care of the present monument
site and that the City of Pleasant Hill had decided to wait and see
just how much, if any, public .money will be needed. He further
stated that he would advise us how this plan works out.

On Dec 11, 1927 the monument was dedicated, at it' s original location,
at the intersection of Redwood Highway and Victory Road,a place call-
ed Hookston Junction. At the time it was surrounded by open fields.
It was Sheriff R.R.Veale 's idea to erect a monument to the memory of
the 77 county youths who fell in Europe during World War I. He raised
$35,000 in contributions from the citizens of Contra Costa County.
The memorial was sculpted by Wallace Snelgrove, based on a design by
Clifford White, and was intended as a gathering place for "Decoration
Day" and "Armistice Day" services. The concrete structure is 40 feet
tall, 12 feet square and it weighs 170 tons.
On January 8, 1954 the monument was relocated 1000 foot southward to
the intersection of Contra Costa Boulevard and Boyd Road to make room
for a four lane State Route 21 freeway. The State Division of Highway
paid for the relocation of the Hookston Monument. The new location is
a County parcel containing 8,800 s . f. adjacent to the on/off ramp to
HIGHWAY 680.
Correspondence in file indicates discussions were held on September
1, 1987, between City of Pleasant Hill and Veterans Groups, regarding
possible relocation of the Veterans Memorial, as it is now called. The
possible new site for the Veterans Memorial was the new Pleasant Hill
City Hall Complex, where it would receive proper visibility, honor,
care and accessibility. Since the Veterans Monument is still at its
present location,these discussions must have concluded in leaving the
structure at its present site . One of the items in the correspondence
indicated that the Monument was constructed over a period of time us-
ing what is commonly termed as "Hot Loads"i. e:', extra concrete of va-
riable mixes left over from jobs throughout the county. Examination
by engineers prior to the last relocation hearings in 1980 indicated
the Monument was in poor structural shape, making another move some-
what risky.
On April 6 , 1995 Steve Van Horn and I met with two members of the
Veterans Group to review the condition of the existing monument. Cracks
in sidewalk, steps and foundation were numerous and chunks of concrete
were missing from cantilever portions of the structure .Exposed rusting
reinforcing rebars were also. observed. Horizontal cracks were observed
and could be cold joints attributable to separate concrete pours and
different concrete mix designs. How the structure is secured to the
foundation should be determined for seismic reasons. According to the
spokesmen for the Veterans, much of these damages were a result of the
Loma Prieta Earthquake in Oct, 1989 . The steps to the Monument are not
in accordance with Uniform Building Code as related to rise & run and
handrails. Also the Monument is not in compliance with the Americans
with Disability Act.
The recommendation of the General Services Department would be to hire
a Structural Engineer to do a Seismic Evaluation that will probably re-
commend a full .Seismic Report which would include some testing of con-
rete and steel. The initial evaluation would probably be less than
$1, 500. 00 and the full Seismic Report with Testing could be as much as
$10,000.00. The County will contact a Structural Engineer and get some
idea on actual cost by April 17, 1995.

According to this Department's records, for many years the veterans' monument has been maintained
by the City of Pleasant Hill and by various veterans' organizations and local residents. Attached is
a letter dated June 5, 1980, from former County Administrator Mel Wingett to the then-members of
the Board of Supervisors, giving some additional history regarding the matter.
It is this Department's opinion that, although the monument is on County property, the County has
no statutory requirement to provide maintenance as is required by law for the 12 veterans' buildings
located within the County. This Department, within its own resources, has provided minimum
maintenance care; prior to Memorial Day, a work crew cleaned up weeds and litter to make the area
more presentable.
Our records also indicate that, in 1981, the Board talked of establishing a trust fund in conjunction
with the City of Pleasant Hill. However, no final action was taken. This matter could be presented
to the current members of the Board of Supervisors to see if they wish to allocate surplus monies that
might be available to establish such a fund. Due to severe budget restrictions, the General Services
Department would not volunteer to accept the maintenance costs for the monument itself. Several
knowledgeable individuals have indicated that the monument may be in need of extensive and
expensive renovation.
Another avenue of approach might be that funds be solicited from veterans' organizations and other
interested citizens with.the understanding that the County would provide a certain pre-established
level of maintenance on the monument and grounds for a set period of time. This proposal is not
dissimilar to what the Park Service does in collecting private monies to build and maintain monuments
on Federal property.

Your letter to Supervisor Bishop concerning the veterans ' monument
in Pleasant Hill has been referred to my office. Your request to
have Contra Costa County assume the expense of rebuilding and
maintaining the monument has been reviewed.
The monument has been maintained by the City of Pleasant Hill and
various veterans ' organizations over the years . The County did not
construct the monument -nor has the County ever maintained the
monument . The monument does sit on County property and the County
has provided minimal maintenance .on the property from time to time.
We are informed that recent reviews of the monument indicate that
the structure may be in need of extensive and very expensive
renovation.
The County owns and is required to provide some level of
maintenance on the twelve veterans ' buildings in the County. Only
minimal funds have been available for such maintenance for many
years . The County has encouraged and helped the various veterans '
organizations responsible for the buildings to be as self-
supporting as possible. Most of the buildings function as well
managed community assets with virtually no County involvement.

The severe budget constraints on the County do not allow for
acceptance of maintenance for a structure where there is no legal
requirement to do so. County staff would be pleased to work with
your organization if some plan were developed to salvage parts of
the monument for dedication in a local park or inclusion in a new
development within the City.

Towering Monument To Contra Costa's Hero Dead Building
.A mighty pile of masonry towering more than 100 feet into the air,
to stand as a memorial to Contra Costa county's World war dead is
being erected at Hookston on the Victory Highway at the gore of
the Martinez-Walnut Creek-Concord highways. The $30,000
.monument will be ready for dedication on Sunday following
Armistice Day, November 13 (See note) and will stand as a tribute
to this county's more than 70 young men and one woman who
made the supreme sacrifice in 1917-18.
The monument is the brainchild of Sheriff R.R. Veale who
far back in 1922 conceived the memorial plan and during the
intervening years has labored early and late to enlist the interest and
substantial financial support of Contra Costa industries and citizens
to the end that the monument might be erected entirely by public
subscription and that no public funds should go into its building.
The mighty shaft will be brilliantly lighted by night and via
an interior circular ladder visitors may climb to the observation
platform at the top of the shaft whence an unobstructed view of
centra Contra Costa can be obtained.
Contra Costa industries have donated the lumber, steel and
material for the concrete. Cash donations from prominent Contra
Costans are used to defray the labor costs which have been reduced
to the very minimum of bare cost only. Wallace Snelgrove of
Richmond is the supervising contractor and the actual labor is being
done by a crew of men under direction of Deputy Sheriffs Steve
Neilson and B.E. ,Martenstein. The monument was designed by
Ward Montague and Clifford S. White architects. Ralph Stackpole
is the consulting sculptor.

MEMORIAL TOWER WILL BE DEDICATED SUNDAY
Dedication of the memorial tower, erected as a monument to those
who gave their lives in the World War, and as a tribute to all ex-service
men and women of Contra Costa, will take place next Sunday,
December 11, at 1 p.m.
This impressive structure stands at the intersection of the
Martinez, Concord and Walnut Creek highways (see note below) , a point
passed by many thousands of travelers during a year. It is a most
befitting site.
An elaborate program has been arranged, and among those who will
participate in the ceremonies are: T.M. Carlson and T.H. DeLap, both of
Richmond; Reverend N.F. Sanderson, Martinez; Mrs. Nellie Beede, Antioch;
Mrs. E.D. Armstrong, Hercules; Governor C.C. Young; Lieutenant Governor
Buron Fitts; Professor D.L. Parsowith, Martinez; Chas. A. Thompson, Grand
President N.S.G.W. ; Geo. F. McNoble, Grand Trustee, N.S.G.W. ; Dr. A.B.
Hinkley, Exalted Ruler, B.P.O.E. , Richmond; James F. Hoey, Past Grand
President, N.S.G.W. ; Rabbi Rudolph I. Coffee, Oakland; A.M. Harris,

Note: What was in 1927 the intersection of the Martinez, Concord and
Walnut Creek highways, is now known as Monument and Contra Costa
Boulevards. Concord Highway was also known as Victory Highway,
so named after the war was won in 1918. When the Monument was built
at this intersection, Concord/Victory Highway was renamed Monument Blvd.

Dead of Contra Costa at Memorial Dedication at Cross-Roads Sunday
Traffic Diverted as Throngs Pay Tribute to War Dead at 'Monument'
At the Hookston Junction where the Victory Highway (winds)
easterly and where (these roads) link with the Pacific and Redwood
Highways to the north (and diverge) via Martinez, there (stands
towering) a massive pile of concrete and steel, an imposing shaft 45
feet in height and for all time dedicated to the seventy-seven Contra
Costa boys and one girl who made the supreme sacrifice in 1917-18.
More than three thousand Contra Costans whose ranks were
further augmented by the presence of hundreds from the bay cities
gathered at the cross roads yesterday afternoon to pay solemn tribute
to the soldier and sailor dead of Contra Costa county in the World
war on the occasion of the dedicating of "The Monument."
This memorial is fitted with a spiral staircase leading to an
observation balcony at the peak and entered through ornamental wrought
iron gates, the gift of the Columbia Steel Mills. Placed as sentinels are
two field pieces and around the base of the monument in specially
prepared bits of ground have been planted flowering and evergreen
shrubs.
The memorial was conceived by Sheriff R.R. Veale, who for
years has labored untiringly, early and late to make its erection and
dedication possible. Up and down the county the "Little General"
traveled early and late. obtaining promises of rock, sand and gravel
here, cement there, lumber for concrete forms at another mill, the
steel for the reenforcing and all the while gathering small, or large
cash subscriptions to cover those items of labor cost which could not
in fairness be asked as a free will offering. Material men gave their
"bit" , artisans executed their work as their donation to the cause,
contractors and sub-contractors labored without compensation and
emblazoned in everlasting bronze on one of the four plaques are the
names of the many who in various ways made possible the erection
of the imposing memorial.
While praise for their generous gifts, donations and
assistance is rightfully due all who in any manner contributed to the
success of the undertaking, yet to Sheriff Veale goes the "lion's
share" for the memorial monument is his "brain child" and had it
not been for its (his) own personal and at times unaided efforts
the Hookston junction instead of being graced by this massive
memorial would today be a "Y" of unimproved ground.
The occasion saw a notable gathering of county and
State officials, fraternal orders and Gold Star Mothers. Charles
Neumiller, chairman of the State Prison Board, was the
representative of Governor C.C. Young, that official being unable
to attend. Lieutenant Governor Baron Fitts was also absent but
his regrets and greetings were extended by Mortimer B. Veale,
president of the County Council of the American Legion.

Stockton, grand trustee of the Native Sons of the Golden West,
1 and Charles A. Thompson of Santa Clara, grand president of
the order. Colonel H.G. Mathewson represented the
California posts of the American Legion and Colonel George
Gately, commandant of Fort McDowell, was present from the
Presidio with other officers.
The affair was in charge of the Native Sons and they
presented through James F. Hoey, a past grand president, a
Bear Flag. Dr. A.B. hinkley, exalted ruler of the Richmond Elks,
presented an American Flag. Thompson wielded the trowel in
laying a corner stone for the monument. Judge H.V. Alvarado,
member of one of the oldest families in the county and a son
of the last of the Spanish governors of California, presented
the monument on behalf of the monument committee to W.J.
Buchanan, chairman of the County Board of Supervisors.
In recognition of his pioneer and contiunued work in
promoting the erection of the monument and in raising funds
for it, Sheriff Veale was delegated to act as the chairman of
the day. Veale gave the opening address. Other speakers
were T.M. Carlson and T.H. DeLap, war veterans and Richmond
attorneys.
The ceremonies opened with assembly of members of
all the veterans posts and auxiliaries of the county, together
with other representation. Music for the occasion was furnished
by the Contra Costa county band led by Charles E. Rice.
Invocations were delivered by Rev. N.F. Sanderson of
Martinez, Rabbi Rudolph I: Coffee of Oakand and Rev. F. Clyne
of San Francisco. Solos were sung by Mrs. Nellie Beede Kelly
of Antioch, Professor D.L. Parsowith of Martinez and A.M. Morris
of Pittsburg. Mrs. E.D. Armstrong of Hercules accompanied the
singers.
As the services were about to open, traffic police cleared
the highway and "up from the south" marched the Legionnaires of
Contra Costa representing all posts in the county escorted by the
Boy Scouts. At the head of the impromptu parade was -the Concord
Band and immediately following, under escort of a detachment of
soldiers from the Benicia barracks came the massed colors and
standards of the Legion Posts which during the program were ranged
across the base of the memorial.
Standing forth in bold relief on the "In Memoriam" plaque
are the names of the Contra Costans who "gave the last full measure
of devotion" as follows:

I IMPRESSIVE DEDICATION
World War Dead Are Given Lasting Tribute
Offering solemn tribute to Contra Costa's seventy-six heroes
and one heroine, who made the supreme sacrifice for their country
during the World War, a throng of reverent people gathered at
Hookston last Sunday, to dedicate with impressive ceremonies the
splendid Memorial Tower, erected in honor of the valiant dead.
This imposing and durable structure will stand at the
converging point of the much traveled Concord, Martinez and
Walnut Creek highways for an indefinite number of years to come,
as a vigilant reminder of the seventy-seven patriots, who gave their
all for their country, to the thousands of wayfarers who pass by.
It is magnificently symbolic of the heart throbs of the
citizens of this county, and was made possible by the donations
of Contra Costans-- nineteen of its industries and business
organizations, and 571 individuals.
The dedication program was participated in by many
persons prominent in California public life, but the individual parts
played by those people hardly call for specific mention, because
they were intended by the individuals who performed them merely
to reflect the thoughts of all who were in attendance to pay
homage to the gallant dead.
Due credit has been given to all those who toiled
tirelessly for a long period to build this splendid Memorial tower,
in previous articles, that have been published in this and many
other newspapers.
It is not in keeping at this time to detract one iota
from the tribute given at this impressive dedication ceremonial
to the departed patriots, by eulogizing the living who
erected the monument.

Vets Oppose Moving Of Monument
l C.C. Posts To Be Asked For View On Memorial
Whether the Soldiers' Monument in Pleasant Hill shall be
reconstructed on a new location, or supplanted by a "living memorial"
park or hall, was still undecided today.
Veterans' organization representatives, and members of area
improvement groups, met with Supervisor Ray S.• Taylor and Right of Way
Agent Alfred M. Lynch of the state highway division last night, to decide
the monument's fate.
The groups represented at the meeting are to report back to
Taylor "as soon as possible" with recommendation "on approved action.
The state has set a November 1 deadline for its removal from
the right of way of the new freeway channelization. Lynch told the
group that highway construction will be advertised about April 1, 1954,
and all obstructions must be removed before then.
He said the state would prefer to pay money rather than
reconstruct the monument, but if the majority wished it to be rebuilt, the
state would do it.
WANT SAME SIZE
opposition to removal of the monument at all, was expressed
by J. W. Hammond, Veterans' Service Officer, who said, however, that
if it must be moved most veterans favor reconstructing it in kind and
size at a new location. .
Removing the monument would.be "letting our forefathers
down," according to Jack Ahern of Martinez' Henry A. McNamara
Legion post. He gave a brief history of the monument, built in 1926
and insisted that the present structure should remain.
James Shank of the Lafayette Legion post, recommended
that a living memorial be established, preferably a Veteran's Memorial
Building, placed in a central location.
The suggestion that the living memorial be a park was made
by Joe McFarland, chairman of the Pleasant Hill Civic Council, and
concurred in by R. D. Mitchell of the Gregory Gardens Improvement
Club.
An 8-1/2 acre park to be developed this year in the area,
could be dedicated as a memorial, they explained. The bronze
plaques and inscriptions on the monument could be replaced in a
suitable structure in the park, McFarland said, and in the new park
complete maintenance will be provided.
. Such a living memorial would provide a service to the
youth of the area, Mitchell pointed out.
Although there is a need for recreation for teenagers all
over the county, the monument has .nothing to do with fulfilling the
need, replied David J. Levy; past commander of Sidney Severns
VFW post in Martinez.
Pointing out that the monument was built by public sub-
scription, and that the supervisors were to retain it ."for all time,"
he declared, that if it can be destroyed and supplanted by a living
memorial "it does not retain its real meaning."
If it must be moved, he said, the reconstructed monument
should be larger rather than smaller, as state representatives had
suggested.

Harry Pittenger of Walnut Creek VFW post also declared
J the monument should not be moved, and expressed opposition to
a living memorial. Commander Fred Norris of Sidney Severns post
also declared the monument should be replaced "'in size and kind."

Also insisting the present structure should be retained was
B. I. Mayfield of Concord VFW, who pointed out the money paid for
i the present monument would.not go far toward a living memorial.
George Barkley of Martinez' Legion post declared against
a living memorial because it "can only serve the people in the
area of that monument," and not all veterans.
Favoring removal from the present site, and reconstruction,
was Frank Strickler of Concord VFW, while George Clark, Walnut
Creek Legion commander, said a committee from his group favored
removal, and suggested a "Veterans' Memorial. Park."

Memorial To Be Relocated At Boyd Road
A resolution authorizing the state to move the Soldier's
Memorial Monument in Pleasant Hill to State-owned land at the
Boyd Avenue intersection with Route 21, was adopted today by
the board of supervisors.
Removal of the monument, erected in 1926 in memory. of
servicemen of World War I; is necessary to make way for freeway
construction.
In its action this morning, the supervisors also voted to
deed to the statethe county land upon which the monument stands.
State Right-of Way Agent Alfred I. Lynch told the board
an Oakland building mover had looked at the monument and said
that it could be moved.
The new site is approximately 1,000 feet south of the
present location, and will -be an island when the proposed freeway
is completed.
Lynch said he obtained the opinion of the mover after
veterans at a meeting Thursday night expressed opposition to
replacing the monument with a living memorial or a smaller
structure elsewhere.
GREAT DEAL OF SENTIMENT
"I think the state has come up with a solution that will
please the large majority of persons interested in this matter" ,
Supervisor Ray Taylor said.
Similar opinions wre expressed by Supervisor Warren
G. Buchanen and Chairman H.L. Cummings.
"The monument represents a great deal of sentiment,
Cummings said. He recalled that erection of the monument is
associated with the late Sheriff Richard Rains Veale.

Monument Now Across Highway For New Home
The Hookston Monument, one of the county's best-known landmarks,
has a new home today.
The big concrete structure resting now near its new permanent
location at the southwest corner of the intersection of Boyd Road and
Contra Costa Highway.
The 265 ton monument was rolled across the highway on its wooden
platform shortly after. midnight. the trip took approximately two hours.
The large monument was moved from-.its longtime location at the
intersection of Contra Costa Highway and Monument Boulevard and was
started on its way to the new location about a month ago.
The historic monument was moved to make way for the freeway
development in the area.
R.B. Montgomery, whose company is moving the monument, said
today the work will continue as- fast as possible to get the memorial
landmark established on a new base, located about 50 feet from the
highway, providing weather continues favorable.

Why Was It Created?
I
The idea for The Monument Committee had its seed planted during
the summer of 1995. The 50th anniversary of the atomic bombing of the
Japanese cities of Hiroshima and Nagasaki was turned into a condemnation
of our roll in bringing about an end to World War II in the Pacific.
Our political and military leaders were not then, and are not now,
perfect people. But they were FREE people. And they represented a FREE
nation. If we would have lost World War II, we would not be a free people
today.
If we would have LOST WWII, in what newspaper or TV news
program would we have seen anything condemning our NAZI and Japanese
rulers who had defeated us 50 years ago?
Free people are NOT perfect. But free people are FREE!
Sixty eight years ago, The Monument, this towering testimonial of
concrete and steel was dedicated to the patriotic spirit of the soldiers and
sailors of Contra Costa County who died keeping our friends in Europe free
from military occupation by the Germans in World War I. Forty two years
ago, The Monument was rededicated once again by the American Legion
District #9, to those patriots who fought the Germans, Italians and
Japanese in order to keep our United States and the entire world free in
World War II. The Monument was dedicated on that day also, to the
patriots who fought in Korea to protect us all from the very real threat of
the brutal and repressive communism of North Korea, China and Russia.
During the sixty eight years since The Monument was first dedicated,
there have been several assaults on this noble structure. Since the War in
Vietnam, some of these assaults have been against the very history
that the patriots who fought in these wars created by their sacrifice.
Some people believe that it is not right to speak of the Germans,
Italians, Japanese, Chinese and Russians as our mortal enemies during these
wars. Some people want to CHANGE THE HISTORY BOOKS that our
children read in school in order to reflect this thinking. And some people
would just like to tear down The Monument, because it is just too much
trouble, and gets in the way of what THEY call progress.
But we who remember, and we who will stand up and speak
for the patriots who fought, and some who died in these
now far distant wars have a duty. We have a duty to maintain- the memory
of what our soldiers and sailors fought and died for. A duty to our
children to carry the message from that blessed day of dedication in 1927.
And that message is that FREEDOM IS NOT FREE.
The Monument, when it was dedicated, stood bathed in light during
all of the night. It's paint in 1927, was clean and white. Now when night
falls, it stands in darkness. Its paint is stained and weathered. This
darkness and weathered paint, are symbols. Symbols that the patriots for
whom The Monument was dedicated, are now forgotten. These patriots call
out from beyond the grave, for those of us still living to remember them,
to not forget them. They call out to us to fight, once again. To come
together and stand shoulder to shoulder to fight for the history that they
created. To fight for the history, that The Monument represents. To fight
so that our children will remember and never forget that,
their freedom was NOT FREE

The Monument Committee's Mission
The mission of The Monument Preservation &. Restoration Committee
is to restore The Monument to its original condition, and arrange to
preserve it forever. The Monument is a symbol representing the memory of
the patriots of Contra Costa County who died defending our freedom during
time of war. Our mission includes seeing that the history that these
patriots created by their sacrifice, is not forgotten. We want to carry
the message to the children of today, that;
"Their Freedom Was NOT Free. "

The Monument Committee's Goals
In order to accomplish our mission, The Committee has
adopted these goals :
1. Determining methods of fund raising for The Monument.
. 2. Repairing of the concrete fascia cracks on the outside of The
Monument.
3. Repainting of The Monument.
4. Electrificaiton by solar power or PG&E, for the purpose of lighting
The Monument and its flags during the night.
5. Establishing "Monument Park" on the adjoining vacant land
immediately south of The Monument. Creation of a park is the
right thing to do in order to honor The Monument. Additionally,
we will create something useful from this sorry land.
6. Creating an ongoing campaign to carry the message of The
Monument that: "Patriots from Contra Costa County went to war,
and died for our freedom. our freedom, was not free. " That this
message be delivered to classrooms and schools throughout Contra
Costa County, and be included in Memorial Day services and other
ceremonies when appropriate.

The Monument
What it stands for
The Monument is a towering testimonial to the patriotic spirit
which has kept our country and western culture free from military
occupation over almost three quarters of a century of time. Free from
the Germans and the Raiser in World War I. Free from the Germans,
Italians and the Japanese in World War II. In the Korean War, freedom
from the real threat of Communism for all of the people of the World. And
most of all, the Monument is a testimonial to the men and women who died
for freedom in these wars. The men and women who proved the absolute truth
that; Freedom is NOT Free.
The Monument which now stands quietly at the foot of the Contra
Costa Boulevard off ramp of Freeway 680-North and Boyd Road, has not always
had such a quiet history. The Monument also has not always been located
where it stands now.
The idea of The Monument, was conceived by Sheriff Richard R. Veale
as a memorial to those Contra Costa Soldiers and Sailors who died in
"The War" as World War I was known in those days. From conception in 1922,
to dedication in 1927, much work and the contributions of many Contra Costa
County individuals and companies were involved.
