Recommended Action: DETERMINE that there is a need to continue the emergency action taken by .the Board of Supervisors on June 4, 1996, pursuant to Public Contract Code Sections 22035 and 22050, to repair the "Hill 310" Land Creep, Bay Point. II. Financial Impact: Total cost of repairs cannot be fully determined at this time, but staff is developing an estimate for completion of the repair. On February 26, 1996, Public Works and Building Inspection were notified that cracks were occurring in Beaulieu Court. The County hired a geotechnical firm to identify the cause of the slide, and recommend and direct remedial actions to mitigate land movement. B. On March 19, 1996, the Board of Supervisors concurred in the County Administrator's proclamation of a local emergency. C. On June 4, 1996, the Board of Supervisors declared an emergency and authorized the Public Works Director to proceed in the most expeditious manner to repair the area subject to creep. D. Repair status: Work on the Hill 310 Road Reconstruction Project began on June 23, 1997 and is complete, except for change order work, which is 99% complete. The estimated date of completion is October 31, 1997. Subsequent to this project, Consolidated Landscape Services has completed the Hill 310 Landscape Project. This project concludes the Hill 310 Land Creep Stabilization series of road related construction contracts. -On September 3, 1997, the Director of Public Works awarded contracts to Geo Grout Incorporated and William Dahn Construction for repairs to eleven properties affected by- the land creep. The repair work started on September 8, 1997 and completion is expected within 3 months. Our project management consultant, O'Brien-Kreitzberg, is administering the repair contracts. Geo Grout Incorporated has completed the foundation leveling of three residences and anticipates completing the two remaining houses by mid-November. William Dahn Construction has replaced the concrete flatwork at two residences and is proceeding with the interior and exterior finish work on several houses. Landscape replacement is expected to begin by mid-November. IV. Consequences of Negative Action: These projects are part of a series of sequential construction projects that will stabilize the landslide and restore the streets, sidewalks, and residences of the affected neighborhood. A negative action would stop this process.
