SUBJECT: Request for Transfer of Community Development Block Grant (CDBG)
Funds
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
( 1) AUTHORIZE the Auditor-Controller to carry forward $26 , 622 . 96 in
unexpended FY 1996/97 CDBG funds allocated to the Contra Costa Rental
Rehabilitation Program operated by the Housing Authority of the County
of Contra Costa under CDBG Project Agreement 96-01 to CDBG Project
Agreement 97-01-HSG for the FY 1997/98 Rental Rehabilitation Program;
and (2 ) AUTHORIZE the Deputy Director, Redevelopment or his designee
to amend CDBG Project •Agreement 97-01-HSG for this purpose.
FISCAL IMPACT
No General Fund impact. CDBG funds are allocated to the County on an
annual basis by the U.S. Department of Housing and Urban Development.

improve the supply of rental housing affordable to lower-income
households in the Urban County. County CDBG funds are used to
administer the program and to provide low and zero-interest loans
to property owners for purposes of rehabilitating rental units
affordable to the target population.
The Rental Rehabilitation Program is an ongoing program. The Board
of Supervisors approved $150, 000 in FY 1997/98 CDBG funds for this
program on April 8, 1997 . In addition, at the close of FY 1996/97
the program had a balance of $26 , 622 . 96 in unexpended CDBG funds
remaining under CDBG Project Agreement 96-01 . Reallocation of
these funds to CDBG Project Agreement 97-01-HSG will provide the
following total resources during FY 1997/98:
FY 1996/97 CDBG Carryover $ 26,623
FY 1997/98 CDBG funds $150, 000
Federal Rental Rehabilitation
Program funds/Program income $195,000
Private investor funds $250, 000
TOTAL BUDGET $621,623
These funds will be adequate to administer the program and
rehabilitate an estimated 30 rental units affordable to low-income
households .
