Barry, AICP Interim Community Development Director DATE: November 4, 1997 SUBJECT: Request for Transfer of Community Development Block Grant (CDBG) Funds SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS ( 1) AUTHORIZE the Auditor-Controller to carry forward $67, 763 . 41 in unexpended FY 1996/97 CDBG funds allocated to the City of San Pablo for the Residential Rehabilitation and Neighborhood Preservation (RRNP) Program under CDBG Project Agreement 96-07 to CDBG Project Agreement 97-03-HSG for the City' s FY 1997/98 RRNP Program; and (2 ) AUTHORIZE the Deputy Director, Redevelopment or his designee to amend CDBG Project Agreement 97-03-HSG for this purpose. FISCAL IMPACT No General Fund impact. CDBG funds are allocated to the County on an annual basis by the U. S. Department of Housing and Urban Development. CDBG funds are used to provide low-interest deferred loans, emergency grants, and paint rebates for the rehabilitation of housing owned and occupied by low-income households in San Pablo. The Residential Rehabilitation and Neighborhood Preservation Program is an ongoing program. The Board of Supervisors approved $150, 000 in FY 1997/98 CDBG funds for this Program on April 8, 1997 . In addition, at the close of FY 1996/97 the Program had a balance of $67, 763 . 41 in unexpended CDBG funds remaining under CDBG Project Agreement 96-07 . Reallocation of these funds to CDBG Project Agreement 97-03-HSG will provide the following total resources for this Program in FY 1997/98 : FY 1996/97 CDBG Carryover $ 67 , 763 FY 1997/98 CDBG funds $150,000 CDBG Program Income $ 32 ,237 City of San Pablo $ 75,456 Total Budget $325,456 These funds will be adequate to administer the program and provide an estimated 10 paint rebates, 13 housing rehabilitation loans, and five emergency grants to qualified low-income households . kh/15b/BO597-3
