Barry, AICP Interim Community Development Director DATE: November 4 , 1997 SUBJECT: Request for Transfer of Community Development Block Grant (CDBG) Funds SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Auditor-Controller to carry forward $149, 845 .23 in unexpended FY 1996/97 CDBG funds allocated to the Neighborhood Preservation Program operated by the Building Inspection Department under CDBG Interagency Agreement 96-8 to CDBG Interagency Agreement 97-04-HSG for the FY 1997/98 Neighborhood Preservation Program. Funds are used for the rehabilitation of affordable housing. FISCAL IMPACT No General Fund impact. CDBG funds are allocated to the County on an annual basis by the U.S . Department of Housing and Urban Development. BY O , DEPUTY revitalization and maintenance of viable communities in the Urban County through the rehabilitation of affordable housing. CDBG funds are used to provide low and zero-interest loans to low income homeowners for housing rehabilitation. The Neighborhood Preservation Program is an ongoing program. At the close of FY 1996/97 , the program had a balance of $149 , 845 . 23 in unexpended CDBG funds remaining under CDBG Project Agreement 96- 08 . In combination with $250, 000 in FY 1997/98 CDBG funds allocated to BID by the Board of Supervisors on April 8, 1997 and CDBG program income estimated at $400, 000, reallocation of the FY 1996/97 funds to CDBG Interagency Agreement 97-04-HSG will provide a total Neighborhood Preservation Program budget of approximately $800, 000 for use in administering the program and providing an estimated 35 additional loans during the current fiscal year (CDBG Interagency Agreement Hsg 97-04) . kh/15b/13OS97-4
