APPROVE and AUTHORIZE the Deputy Director-Redevelopment or his Designee to execute CDBG Program Agreement (97-35-PS) with New Connections for $17, 000 to provide HIV/AIDS psychosocial case management services beginning June 1, 1997 and ending June 30, 1998 . FISCAL IMPACT None. (100% U. S . Department of Housing and Urban Development funds) BACKGROUND / REASONS FOR RECOMMENDATIONS On April 7, 1997, the Board of Supervisors approved Community Development Block Grant funds, in the amount of $17, 000, to AIDS Alliance to provide case management services to people with HIV/AIDS for the period June 1, 1997 to June 30, 1998 . This combination of funds has allowed for a comprehensive level of service to the HIV/AIDS population . Ryan White CARE Act funds are administered through the Contra Costa Health Services Department (HSD) and comprise the majority of funds utilized for this program. HSD through their AIDS program, provided safety net services using former AIDS Alliance staff, during the Request for Proposal Process (RFP) for the Ryan White CARE Act funds . HSD has completed the RFP process and New Connections has been awarded the contract (see attachment A) . ENT DEPT FAX(510)313-6798 ----- DEVEL Belinda Smith October 15, 1997 Program Manager Community Development Department 651 Pine Street No Wing 2nd, 4th, & 5th Floor Martinez, CA 94553 Dear Belinda: As you will recall from our conversations earlier this year, AIDS Alliance, a major provider of HIV case management services, closed its doors in Contra Costa at the end of April. Some of the case managers were funded with Ryan White CARE Act funds through our office and others received funding from other sources, including Community Development Block Grant funds. The AIDS Program provided safety net services for a period of 4 months while the CARE Act funds were put out to bid within the community. Knowing that CARE funds alone were insufficient to fully fund the level of services needed within the community, you and I discussed the potential to secure the CDBG funds previously awarded to AIDS Alliance to assist with the costs of service provision. We determined that it would not be possible for the AIDS Program to access and/or include CDBG funds in our RFP,but that your office was willing to work with the new contractor to determine the availability of CDBG funds to augment the CARE-funded portion of these services. We are pleased to inform you that New Connections was awarded the contract to provide HIV psychosocial case management services. New Connections has hired some of the former AIDS Alliance staff who are serving individuals in the same regions previously served by AIDS Alliance. The AIDS Program very much appreciates any and all consideration the Community Development Department can give to this agency's application for CDBG funds to complete the service delivery originally contracted for with AIDS Alliance.
