In the Matter of Transferring certain administrative )
support positions in the Community Services )
Department from exempt Project to Merit System ) Resolution No 97/614
status and Adding a position in the class of )
Accountant III )
1. The Community Services Director has requested and the County Administrator has
recommended that certain administrative, technical support and professional positions
initially created within the separate programs under that Department's oversight, including
Head Start, Child Development and Community Block Grant, be converted from Project
status to Merit System status; and
2. The Community Services Director has indicated that it is appropriate to recognize the
nature of the responsibilities performed by the employees in these Project classifications
as being equivalent to that of merit system occupations and that the Department requires
a permanent administrative support staff to provide long term consistency in the direction
and monitoring of its programs; and
3. The Community Services Director has indicated that the Department has grown from a $7
million dollar budget with 172 employees in 1991-1992 to a budget of approximately $17
million dollars and 430 employees in 1997 and that estimates of requirements for
additional child care programs under the mandates of Welfare Reform project continued
growth into the foreseeable future with commensurate additional responsibilities for the
administrative staff, particularly in the fiscal and accounting areas; and
4. The Community Services Director has indicated that the Cost of Living Adjustments
(COLA) awarded to employees within the separate Federal and State programs
administered by the Department vary in amount and effective dates and that the salaries
of the administrative, technical support and professional classes addressed herein are not
directly linked to COLAs for program staff or COLAs granted County merit system
employees and this fact has resulted in an arbitrary and inconsistent salary structure and
compensation program for these Project employees; and
5. The Director of Human Resources has reviewed this requested transition from Project to
Merit System status and has determined that it meets all requirements imposed by Part 16
Transfers to Merit System Agencies of the County Personnel Management Regulations in
that (1) the merit system classifications listed below are appropriate for the work being
performed , (2) all employee involved were appointed to their project positions from open
competitive eligible lists and (3) all employee have served in their respective project
positions for at least one year; NOW THEREFORE effective November 1, 1997:
THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS in its capacity as governing
Board of the County of Contra Costa and all districts of which it is the ex-officio governing
Board RESOLVES THAT:
