Recommended Action: APPROVE Master Cooperative Agreement No. 43.00.48 between Contra Costa Transportation Authority (CCTA) and Contra Costa County, for $425,000 in Transportation Fund for Clean Air(TFCA) Grants for the Bailey Road to Bella Vista Avenue Bike Path ($45,000), the Pacifica Avenue Bike Lanes ($50,000), the Port Chicago Highway Bike Lanes ($150,000), and the San Pablo Avenue Bike Lanes ($180,000) projects and; AUTHORIZE the Public Works irector to exec a yagreement. Financiallmpact: There is no impact to the General Fund. The County will receive $425,000 that will be used to partially fund the Bailey Road to Bella Vista Avenue Bike Path, the Pacifica Avenue Bike Lanes, the Port Chicago Highway Bike Lanes, and the San Pablo Avenue Bike Lanes projects. The projects will be funded with a combination of FY96/97 TFCA Grants, FY97/98 TFCA Grants, Community Development Block Grant, Navy Mitigation funds, Measure 'C' Return to Source Funds, Transportation Development Act, and Local Road Funds. Ill. Reasons for Recommendations and Background: FY97/98 TFCA applications for the Bailey Road to Bella Vista Avenue Bike Path, the Pacifica Avenue Bike Lanes, the Port Chicago Highway Bike Lanes, and the San Pablo Avenue Bike Lanes projects were submitted to the CCTA. The Bailey Road to Bella Vista Avenue Bike Path project was awarded a $45,000 Grant, the Pacifica Avenue Bike Lanes project was awarded a $50,000 Grant, the Port Chicago Highway Bike Lanes project was awarded a $150,000 Grant, and the San Pablo Avenue Bike Lanes project was awarded a $180,000 Grant. Approval and execution of this agreement is necessary for CCTA to appropriate the grant funds. IV. Consequences of Negative Action: Failure to approve the agreement and authorize the execution of the agreement will delay the funding and may result in the withdrawal of the grants. The loss of the grants will result in a delay in the construction of the projects.
