Subject: Resolution Declaring Highway Property in the City
of Concord to be a County Highway
State Route 242 Widening Project
(Sts. & Hy. Code §1699 et seq) W.0. 3085
As part of the Contra Costa Transportation Authority State Route 242 widening
project, a joint project undertaken by the Contra Costa Transportation Authority, the
California Department of Transportation and the County, that portion of State Highway
Route 242 depicted on Exhibit "A," attached hereto and incorporated herein by reference
is to be widened.
The County is currently in the process of acquiring the right-of-way for the State
Route 242 Widening Project.
In connection therewith, the County proposes to declare the highway property
described on Exhibit "B," attached hereto and incorporated herein by reference, as a
county highway for the purpose of acquiring rights-of-way and providing for construction,
maintenance, improvement and repair activities;
Once the right-of-way has been acquired by the County and the highway widening
project in the area depicted on Exhibit "A" has been completed, the County shall relinquish
any unexpired rights-of-way acquired in connection with the project to the State of
California;
NOW, THEREFORE, THE BOARD RESOLVES AS FOLLOWS:
1. This Board deems it for the best interest of the County of Contra Costa that
the property described in Exhibit "B", attached hereto and incorporated herein by
reference, be declared to be a county highway.
2. This Board hereby declares the property described in Exhibit "B" to be a
county highway for the purposes of acquisition of right-of-way, construction, maintenance,
improvement and repair, pursuant to Streets and Highways Section 1700.
3. The Clerk of the Board is hereby directed to cause a certified copy of this
Resolution to be forwarded to the governing body of the City of Concord for its consent,
pursuant to Streets and Highways Section 1701;
4. Upon the taking effect of an ordinance or resolution, adopted by the
governing body of the City of Concord, containing the City's consent to the establishment
of said County highway, the property described on Exhibit "B", attached hereto, shall
become a county highway for purposes of acquisition of right-of-way, construction,
maintenance, improvement and repair.

EXHIBIT "A"
That portion of the land, 100 feet wide, and now of the Southern Pacific Company,
described in deed dated August 16, 1890, recorded June 10, 1891, in Book 60 of Deeds,
page 132, Records of Contra Costa County, in the County of Contra Costa, State of
California, described as follows:
COMMENCING at the southwesterly corner of the land, 100 feet wide, as described in said
deed; thence northwesterly, along the westerly line of said land, along a curve to the left
of a radius of 768.59 feet from a tangent that bears North 5057'29" East at said
southwesterly corner, through an angle of 15041'31.6", an arc length of 210.50 feet to the
True Point of Beginning of the parcel of land to be described; thence northwesterly,
continuing along said westerly line of said land, concentric with and 50 feet southwesterly,
measured radially, from the original located center line of main track of said Company,
221.96 feet; thence North 2°18'32" East, leaving said westerly line, 164.43 feet to a point
in the easterly line of said land; thence southeasterly and southerly along said easterly
line, concentric with and 30 feet northeasterly, measured radially from said located center
line of main track, a distance of 272.64 feet to a point in a curve to the right that is
concentric with and 70 feet southeasterly, measured radially, from the "E," line of the
Department of Public Works' Survey, for State freeway in Contra Costa County, Road IV-
CC-75-E, Ond; thence southwesterly, along said concentric curve of a radius of 3,820 feet
from a tangent that bears South 20°56'28.7" West, at last mentioned point through an
angle of 2003'15.5", an arc length of 136.96 feet to the True Point of Beginning, containing
an area of 0.455 of an acre, more or less.
The bearings and distances used in the above description are on California Coordinate
System, Zone 3, Multiply the above distance by 1.0000661 to obtain ground level
distances.

A Temporary Construction Easement which will expire on July 1, 2001 and being located
in the City of Concord, County of Contra Costa, State of California, more particularly
described as follows:
BEGINNING at station 54+27.614 P.O.C. on the "E1" Line as shown on Caltrans Appraisal
Map No. 04-CC-680,242,4-Sheet 11 Drawing No. A-X1239.11 said point having
coordinates of North 165476.0518 and East 474208.8886;
thence, along a 275.835 meter radius curve to the left, from a radial bearing of North 71
degrees 38'10" East, through a central angle of 01 degrees 43'09" for an arc length of
8.277 meters to a point of compound curve and having coordinates of North 165483.8673
and East 474206.1634;
thence, along said 302.292 meter radius compound curve to the left, through a central
angle of 01 degrees 18'36"for an arc length of 6.911 meters to a point having coordinates
of North 165490.3309 and East 474203.7161;
thence, along a 1132.993 meter radius curve to the left from a radial line that bears South
69 degrees 01'02" East, through a central angle of 01 degrees 47'19" for an arc length of
