Recommended Action: DECLARE the intent to purchase surplus Bailey Bridge components from Santa Clara County for an amount not to exceed $20,000. . AUTHORIZE the Public Works Director to execute the necessary purchasing agreement with Santa Clara County and AUTHORIZE the Auditor-Controller to prepare a warrant in the amount of$20,000 to Santa Clara County when requested by the Public Works Director II. November 4, 1997 Page Two III. Reasons for Recommendations and Background: On May 13, 1997, the Board of Supervisors referred the request to increase the appropriation for the EI Toyonal Bridge replacement project to the Finance Committee. At a subsequent Finance Committee meeting, the Public Works Director was directed to increase the appropriation by no more than 5% and to continue to explore ways to accelerate the project from its recommended construction date of spring 1999. The Public Works Department has been working with the city of Orinda and has been in contact with Santa Clara County on the possibility of purchasing surplus "Bailey bridge" components and utilizing County maintenance crews to erect the bridge. Recently, the Public Works Department determined that it can meet the budget requirement if Santa Clara County will sell the bridge components to the County for $20,000 instead of the $56,000 price quote from other vendors. The Public Works Director is very close to agreement with Santa Clara County. Since the Board will not meet until December 2, and since the project is urgently needed to ensure access to 100 homes in the event that EI Nino would cause damages to the hill side in Orinda similar to that of 1982, the Public Works Director recommends that the Board authorize him to execute the agreement as soon as it is ready so that construction work can begin as soon as possible. IV. Consequences of Negative Action: Construction of bridge will be delayed.
