C.109 LETTER, dated October 23, 1997, from Lina M. Hale, Aebi Nursery, 509 Brookside
Drive, Richmond, CA 94801, requesting the Board of Supervisors to take action
regarding possible flooding of San Pablo and Wildcat Creeks in the unincorporated area
north of the City of Richmond and west of the City of San Pablo.

To: Members of the Board:
This letter is to inform you that there is on the western end of the county,an area
designated as`unincorporated that lies north of the city of Richmond and generally west
of the city of San Pablo. This area is between San Pablo & Wildcat Creeks that have
had serious instances of flooding in years past.
In Jan. of 1982, this area, which is home to many industrial& horticultural businesses, as
well as a fair number of homes, was heavily flooded with approximately 41/2 feet of
water over our properties. As you might imagine, there was a very substantial amount of
financial loss attributed to the flood.
In the days following that flood, property owners were asked to place liens against their
properties in the amount of approximately $2000 per acre, for the purpose of securing
the"local share of a multi-million dollar flood control project for the two creeks. Once
the local $1 million was pledged, the State&Federal governments agreed to fund the
balance of the project. Subsequently, The Army Corps of Engineers and the County
Flood Control Department , over a period of years, completed the project which was to
protect against a 100 year flood.
Now-the reason for my letter to you--- At the present time, residents and property
owners along the two creeks do not believe that the channels, in their present condition,
will give us the protection for which we paid. In a nutshell; the creeks are overgrown
with tulles, large trees and other growth that infringes upon the waterways.

I am aware that environmental groups have been rather insistent that the creeks be
maintained in their natural condition. Now and in the past, there has been a great deal of
concern over the passage of fish, from Lake Anza to the Bay on Wildcat Creek. If that
concern overshadows the purpose for which property owners paid, namely, flood
control, then that concern is misplaced. The preservation of property and the lives of
tax paying citizens should supercede the concern for fish and wildlife.
Please use your authority to insure that everything necessary for the clearing of the two
channels takes place before the heavy rains begin.
