Adopted this Order on October 28, 1997, by the following vote:

Subject: Ordinance Introduced
The following ordinance which amends the Ordinance Code of Contra
Costa County as indicated having been introduced, the Board by unanimous vote
of the members present waives full reading thereof and fixes November 4, 1997,
as the time for adoption of same.
This ordinance amends County Ordinance Code Article 42-2.4, to
reconstitute the existing Disaster Council as the Operational Area/Disaster
Council, to provide for additional members to the Operational Area/Disaster
Council, and revise the duties of the Operational Area/Disaster Council to reflect
the broader-based responsibilities of an operational area council.

ORDINANCE NO.97-
(OPERATIONAL AREA/DISASTER COUNCIL)
-The Contra Costa County Board of Supervisors ordains as follows(omitting the parenthetical
footnotes from the enacted or amended provisions of the County Ordinance Code):
SECTION I. SUMMARY. This ordinance amends County Ordinance Code article 42-2.4, to
reconstitute the existing Disaster Council as the Operational Area/Disaster Council,to provide
for additional members to the Operational Area/Disaster Council, and revise the duties of the
Operational Area/Disaster Council to reflect the broader based responsibilities of an operational
area council.
SECTION II. Article 42-2.4 of the County Ordinance Code is amended to read:
Article 42-2.4 Operational Area/Disaster Council
42-2.402 Membership. (a) The Contra Costa County Operational Area/Disaster
Council is created and consists of the following occupants of official positions and appointees.
The Board's appointees shall serve two-year terms and until their successors qualify, subject to
removal by the Board at its pleasure.
(b) Occupants of official positions:
(1) Chair of the Board of Supervisors, Chair;
(2) Administrator of Emergency Services, Vice-Chair;
(3) Director of Office of Emergency Services, Secretary;
(4) Sheriff,
(5) Chief of the Contra Costa County Fire Protection District;
(6) County Director of Public Works;
(7) County Health Officer;
(8) Mayor, or designated alternate, of each}ncorporated city within the Operational Area;
(9) County Superintendent of Schools or designee;
(10) Commander, California Highway Patrol, Contra Costa area;
(11) American Red Cross, Contra Costa County office.
(c) Appointees:
(1) One representative of a public utility;
(2) One representative of the petrochemical industry;
(3) One representative of the retail food industry;
(4) One representative of a public school district;
(5) One representative of a reclamation district;
(6) One representative of a sanitary district;
(7) One representative of a hospital district;
(8) One representative of a water/wastewater district;
(9) One representative of RACES;
(10) Such additional representatives of county departments,public entities and/or
organizations having official emergency planning and/or response responsibilities in this
Operational Area as the Board may appoint from time to time,upon recommendation of the
Council.

42-2.404 Operational Area/Disaster Council-Purposes,Duties, Meetings.
(a) Purposes. The Council serves as an information sharing forum, develops Operational
Area procedures and protocols, advises member agencies on emergency preparedness planning
efforts, and coordinates the development of emergency plans among the member agencies.
(b) Duties. The Council shall review and make recommendations on emergency and
mutual aid plans and agreements and such ordinances, resolutions and regulations as are
necessary to implement such plans and agreements.
(c) Meetings. The Council shall meet upon call of the Chair or, in his/her absence from
the County or inability to act, the Vice-Chair.

SECTION 111. EFFECTIVE DATE. This ordinance becomes effective 30 days after passage,
and within 15 days after passage shall be published once with the names of the Supervisors
voting for and against it in the Contra Costa Times, a newspaper published in this County.
