I. Recommended Action:
AUTHORIZE the Chair of the Board of Supervisors to send a letter to Caltrans indicating the
concerns expressed by the Crockett Improvement Association about the construction impacts of
the Carquinez Bridge projects on the community of Crockett.

III. Reasons for Recommendations and Background: (Continued)
Crockett. The environmental process for the Replacement Project is nearing completion and the
community has voiced its concerns to the Board of Supervisors Transportation Committee that
some issues were not being resolved. The Transportation Committee requested that Caltrans
meet with Public Works staff and community members with the assistance of the District 2
Supervisor, to resolve these concerns. Those discussions have been positive in providing
additional clarification as to how Caltrans will mitigate, not only for the replacement of the 1927
Span, but also for the construction necessary for the seismic retrofit of the 1958 Bridge.
Based on the community's concerns the following items should be included as part of the
mitigation program for both bridge projects:
1. Construct Wanda Street Extension at the earliest feasible date so that it will provide
mitigation for construction traffic for the Retrofit Project as well as the Replacement
Project. The goal of expediting the Wanda Street Extension is to minimize the impacts of
construction traffic in the downtown area.
2. Caltrans staff is planning to provide a Crockett-based construction liaison office. This is
commendable. Caltrans should be proactive in providing the community with advance
warning of road closures, detours or other events related to the projects that will be
intrusive on the community.
3. Caltrans should utilize the services of an advisory committee appointed by the Board of
Supervisors, consisting of three to five residents of Crockett to assist in determining
options for construction methods, hours of operation and other aspects of the construction
process. The committee should be a resource for Caltrans, the County, the designers,
contractors, and construction managers, as well as the community.
4. The proposed Retrofit Project, as well as the Replacement Project, should not preclude
the future construction of a Wanda Street Bypass.
5. Caltrans should provide a plan for the ultimate disposition of the lands under the bridge
and its approaches that addresses future uses or landscaping, as well as provision for long
term maintenance. Remainder areas after construction is completed should be an asset
to the community.
If these items are included as part of the mitigation for the Carquinez Bridge projects, they will go
a long way in helping the community tolerate 5-6 years of construction.
IV. Consequences of Negative Action:
Caltrans may not be aware of the concerns of the Crockett community.
Caltrans has advised the County that the Final EIS for the Carquinez Bridge Replacement Project
will be completed soon, so it is important to transmit these concerns to Caltrans as soon as
possible. Since the Transportation Committee will not be meeting again this month, I am
requesting that the Board of Supervisors consider this recommendation.

Through the project development of the Carquinez Bridge projects the Board of
Supervisors has expressed its concern to Caltrans regarding the construction impacts on
the community of Crockett. The environmental process for the Replacement Project is
nearing completion and the community has voiced its concerns to the Board of
Supervisors, through public comment at its Transportation Committee meetings, that some
issues were not being resolved. Your staff has met with Public Works staff, community
members, and Supervisor Gayle B. Uilkema, who represents District 2, to resolve these
concerns. Those discussions have been positive in providing additional clarification as to
how Caltrans,will mitigate, not only for the replacement of the 1927 Span, but also for the
construction necessary for the seismic retrofit of the 1958 Bridge.
Based on the community's concerns we would request the following be included as part
of the mitigation program for both bridge projects:

to be included in the Replacement Project. It will, however, assist in keeping the Retrofit
Project construction traffic off local streets; and should be done at the earliest feasible

bridge projects, we would request that Caltrans utilize the services of an advisory
committee appointed by the Board of Supervisors, consisting of three to five residents of
Crockett. This committee will assist in determining options for construction methods, hours
of operation and other aspects of the construction process. The committee should be a
resource for Caltrans, the County, the designers, contractors, and construction managers,
as well as the community.

a long way in helping the community tolerate the 5-6 years of construction it is going to
endure.
