In the Matter of Declaring November 1997
as HOMELESS AWARENESS MONTH J RESOL U770N NO. 97/ 551
in Contra Costa County )
WHEREAS, the number of people who are without permanent affordable housing or who are at
risk of losing their housing has increased significantly over the last decade; and _
WHEREAS,families make up approximately one-third of the homeless population, one homeless
person in four is a child, and veterans comprise one-quarter to one-half of homeless people who
often have full-time employment but do not make enough to pay for housing; and
WHEREAS, Contra Costa County and many non-profit agencies within the county are dedicated
to providing relief for homeless people and to finding ways to eliminate and to prevent -
homelessness; and -
WHEREAS,public education about the critical needs of homeless people and participation in the
public and private programs that assist them are essential to ending-homelessness; and _
WHEREAS, we recognize the tremendous accomplishments of those individuals and families who
have overcome barriers to end their homelessness; and - -
WHEREAS, we also recognize the dedication and commitment of public employees, private
agency staff, volunteers, and community members at large who generously give of themselves
to help the homeless. -
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors declares November 1997
as HOMELESS AWARENESS MONTH in Contra Costa County and urges all citizens to help
end homelessness. -
PASSED AND ADOPTED ON October 21, 1997, by a unanimous vote of the Board members
present.
