' ..T' County DATE: K SUBJECT Breast Cancer Video Tapes on CCTV SPECIFIC REOUEST(S)OR RECOMMENDATION(S)i BACKGROUND AND JUSTIFICATION RECOMMENDATION: Reschedule on CCTV "The New Breast Self Exam" and"Quality Mammography"video tapes in October. BACKGROUND: October has been named Breast Cancer Awareness Month in Contra Costa County by the Board of Supervisors. In support of the County Health Department's effort in this regard, the Contra Costa Breast Cancer Partnership scheduled the showing of two videotapes on October 7, 6:00 pm, and October 8, 6:30 pm. They were not shown at the scheduled times The tapes,produced by Lang Productions, are recommended by the State Department of Health, and appear consistent with the access and eligibility requirements of CCTV Operating Policy and Procedures. The Board of Supervisors of Contra Costa County should insure the important educational and preventative messages contained in"The New Breast Self Exam" and"Quality Mammography" are shared with CCTV viewers, and that these videos be rescheduled for viewing in the month of October in the same general time period as originally scheduled. County Administrator 0382 (10/88) Chhistine Wamp er D.7 ADDENDUM Item D.7 October 21, 1997 Phil Batchelor, County Administrator, provided an oral report indicating that the Health Services Department had met with Contra Costa Television (CCTV) managers and members of the community to resolve this issue. As a result of the meeting, it was decided that the benefits gained by airing "The New Breast Self-Exam" video should be repeated. Mr. Batchelor reported that the County was granted permission from the video producers to air "The New Breast Self-Exam" one more time. The following is a revised schedule of the dates and times recommended for the videos to be shown on CCTV: Video Title Date of Telecast Time of Telecast "Genetic Testing for Breast Cancer October 21, 1997 6:00 p.m. Risk - Its Your Choice" "The New Breast Self Exam" October 29, 1997 8:00 p.m. "Quality Mammogram Can Save November 5, 1997 8:00 p.m. Your Life" Additionally, Mr. Batchelor reported that these video programs will be supplemented by a video to be developed by Contra Costa County which will be unlimited in the number of times it may be aired. The video produced by Contra Costa County will indicate where resources are available and will delineate preventative health measures. The Supervisors discussed the issues and expressed._ their support for the staff recommendations. Chairman DeSaulnier invited the public to comment on the matter and the following persons spoke: Judith Kuftin, 2952 Marlboro Way, San Ramon; Sherry Spargo,Breast Cancer Partnership/American Cancer Society, 32 Meadow Court, Walnut Creek; Carolyn Farrar, American Cancer Society, 2276 Stillcreek Court, Martinez; Kim Cox, Women's Cancer Resource Center, 1500 Mountain Boulevard, Oakland; Sandy Hogan, Breast Cancer Partnership, 237 Corliss Drive, Moraga; John Bettach, 509 Norvel Street, El Cerrito; Peggy Sullivan, Grey Panthers, 2661 Walnut Boulevard, Walnut Creek; and Ralph Copperman, 3 Pennith Walk, Pleasant Hill. All persons desiring to speak having been heard, the Board further discussed the issues and took the following action: 1. APPROVED the County Administrator's recommendation to reschedule the airing of the videos "The New Breast Self-Exam" and "Quality Mammogram Can Save Your Life" on CCTV, as delineated above; 2. AUTHORIZED County staff to develop a supplemental video relative to Breast Cancer Awareness for more frequent circulation and availability for public viewing, especially by women's groups; and 3.
