SUBJECT: Sale of Surplus Real Property
Port Chicago Highway @ Seal Creek
Project No. 0662-6R4341, CDD-CP#97-66
Clyde Area
The Board of Supervisors of Contra Costa County RESOLVES THAT:
Contra Costa County acquired certain real property on January 12, 1977, in the Clyde
area, described in Exhibit "A" attached hereto, for highway purposes. Said property is
DETERMINED to be surplus and no longer necessary for County or other public purposes.
This Board hereby APPROVES and AUTHORIZES the sale of said property to
Gonsalves and Santucci, Inc., dba Conco Cement Company, pursuant to Streets & Highways
Code Section 960 and the Board Chair is hereby AUTHORIZED to execute a Quitclaim Deed
on behalf of the County in consideration for the payment received in full in the amount of
$2,000, the estimated fair market value of the property.
The Board hereby DIRECTS that said funds be credited to the Road Fund, Fund
Number 110800.
The Real Property Division is DIRECTED to cause said Quitclaim Deed to be delivered
to the grantee.
The Board hereby FINDS that the project will not have a significant effect on the
environment, and DETERMINES that the project is exempt from the requirements of the
California Environmental Quality Act as a Class 12 Categorical Exemption under County
Guidelines and Section 15312 of the State CEQA Guidelines, and DIRECTS the Director of
Community Development to file a Notice of Exemption with the County Clerk and DIRECTS the
Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk
for filing of the Notice of Exemption. This activity has been found to conform to the General
Plan of the County as the surplus property will be merged with the adjacent parcel.

Beginning at the southwest corner of said Contra Costa County parcel (8161 O.R. 252); thence
from said Point of Beginning north 21 010'00"west 29.42 feet; thence north 79°30'00" east 40.70
feet; thence south 21 010'00" east 21.89 feet; thence south 68 050'00" west 40.00 feet to the Point
of Beginning.

Project Description, Common Name (if any) and Location:Port Chicago Highway - Sale of Surplus
Property, County File- CP # 97-66:The project consists of the sale of an approximately 1,027 square foot
vacant parcel bordered on the north and south by light industrial properties. The property was purchased in 1977
as part of a temporary detour during construction of the Seal Creek Bridge. The Transportation Engineering
Division of the Public Works Department has determined the parcel is not needed for future road purposes. The
sale of the property will eliminate the County's cost for litter control and weed abatement. Project location: The
parcel is located along the west side of Port Chicago Highway to the south of Seal Creek in the central county
area of Clyde.
This project is exempt from CEQA as a:

on the following: The property is surplus government property which is not in an area of statewide,
regional, or areawide concern as identified in Section 15206(b)(4). However, if the property was located
within these areas, its sale would be exempt if the property complied with the conditions listed in the
CEQA Guidelines Section 15312(a) and (b).

GENERAL CONSIDERATIONS:
1. Location: The parcel is located along the west side of Port Chicago.Highway to the south of Seal
Creek in the central county area of Clyde (Figures 1-3).
