ACKNOWLEDGE that according to Board policy, the County Planning Commission is the Commission level hearing body for the Cowell Ranch General Plan Amendment and rezoning applications; 2. ACKNOWLEDGE that the East County Regional Planning Commission provides knowledge and experience regarding development issues in the East County area and that their input on the Cowell Ranch project is desirable; 3. AFFIRM that the County Planning Commission, acting with the advice and input of the East County Regional Planning Commission, will be the Commission level hearing body for the General Plan Amendment and Preliminary Development Plan applications for the Cowell Ranch project. DIRECT that the County Planning Commission will hold joint hearings with the East County Regional Planning Commission in the Antioch/Brentwood area; 5. REQUEST the City of Brentwood to consider designating two members of the Cowell Ranch Policy Advisory Committee (comprised of City Councilmembers and City Planning Commissioners) to sit with the County Commissions in order to provide additional input during the hearing process. FISCAL IMPACT The cost of processing the General Plan Amendment and the Preliminary Development Plan is paid for by the applicant. BACKGROUND/REASONS FOR RECOMMENDATIONS On December 12, 1994, the Board established a policy which directs that large projects such as the Cowell Ranch applications be heard by the County Planning Commission. A threshold of 1500 trips was identified as the threshold at which projects had countywide significance and thus, should be heard by the County Commission. The staff recommendations listed as items #1 through #4 above are consistent with this policy, and the Board's May 12, 1997 decision regarding the hearing process to be used for the Tassajara Valley Property Owners Association applications. In that case, the Board decided that joint hearings should be held with the Regional Planning Commission, and that those hearings should be held in the local area. Since the project site is directly adjacent to the City of Brentwood, the Board may wish to ask the City to consider designating two Councilmembers or Planning Commissioners to join with the Commissions during the public hearings to provide additional local expertise. This would be consistent with the Board's initial direction regarding coordinating the project review with the City of Brentwood.
