SUPPORT the need to expand the Orin Allen Ranch by 26 beds to serve younger male wards. 2. SUPPORT the need to remodel some or all of the former Lions Gate facility on the grounds of the juvenile hall to provide for a girls program similar to the Summit Center, which only serves males. 3. REQUEST the County Probation Officer to make a further report to the 1998 Family and Human Services Committee on the activities of JSPAC and on the expansion of the Orin Allen Ranch and the use of the former Lions Gate facility and for this purpose REMOVE this issue as a referral to the 1997 Family and Human Services Committee and REFER it instead to the 1998 Family and Human Services Committee. BACKGROUND: On July 22, 1997, the Board of Supervisors approved a report from our Committee which included the following recommendation, among others: 3. AUTHORIZE the Family and Human Services Committee to meet with the Probation Officer and member of JSPAC at the Juvenile Hall on September 22, 1997 at 2:30 P.M. to review the impact of the State and County Budgets on juvenile probation services,tour the Lions Gate facility and receive an update from JSPAC on their activities and future plans. Our Committee received the attached letter from the County Probation Officer. We also received an oral report from Chris Adams, Chair of JSPAC. Ms. Adams reviewed the status and current activities of each of the sub-committees of JSPAC. Ms. Adams noted JSPAC's concerns for the need to expand the Orin Allen Ranch and the need to remodel the former Lions Gate facility so it could be used for a variety of purposes, including,as a girls facility for emotionally disturbed girls similar to the Summit Center, which is available only for males. Our Committee toured the former Lions Gate facility and could see the potential for several programs to be located in this facility if it can be remodeled. Also,to let you know that at your meeting on Monday,you are welcome to use either the small conference room at Juvenile Hall or one of the classrooms, depending on hove many people show up for the meeting. People can enter the Juvenile Hall building by turning off Glacier Drive into the Gate 2 entrance_ There is a parldng lot there that should accommodate visitors' cars. As stated in an earlier letter,Tun Matheron,who is the Superintendent at Juvenile Hall,will host the meeting_ The purpose of this letter is to apprise you of the fact that at a meeting today with Phil Batchelor and other CAO stab the Probation Department's budget was discussed in detail and the people involved in that process all agree that with the infusion of TANF money this year,there is, hopefully, enough one time money to Build a 26 bed dorm at Orin Allen for younger male wards_ Start on renovating Lion's Crate for a girls' program immediately. The monies identified to take on these two capital improvement tasks are from onetime TANF money. It also assumes that the Probation Department would be successful in securing a.$1 million grant from the Federal Crime Bill monies. That grant application has to be in sometime later this year and hopefully those grants will be forthcoming early in 1998. The total cost of these two projects would be$1.6 million to expand Orin Allen to 100 beds and $1.8 million to renovate Lion's Gats for a girls" program. In order to do both projects, we would need to secure the $1 million grant_ SEP-19-1997 11:41 FRORATION ADNINISTRATION 510 313 415 F'.03iA3 Supervisor DeSaulnier September 19, 1997 Page 2 In hopes that we can move forward with these projects,talks are underway with the Mental Health people to see if it would be advantageous to have them run the girls' program at Lion's Gate. Were they to agree to take this challenge on,they could work with both delinquent and dependent girls,thereby insuring that the facility was fully utilized. I did take the liberty of asking Carol Chan from the GAO's office to attend Monday's meeting to answer any technical questions about the building of the dorm at Orin Allen and the renovation of Lien's Gate. ,ISPA.0 has been very active in all the areas that pertain to the continuum of care in Contra Costa County and there will be JSPAC members at the meeting to answer any questions. Also, JSPAC has agreed to act as the required steering committee for our TAME'revenues. They will be kept apprised of our efforts to best utilize our resources.. I've also taken the liberty of sending a copy of the report that JSPAC made to the Board of Supervisors last month which, hopefiilly, will stimulate some discussion. I, again,would like to apologize for not being able to be at this meeting as I think it is an important meeting. However, my attendance at a Chief Probation Officers quarterly meeting is particularly germane at this point as we are discussing things like TAA 'requirements and additional Youth.Authority fees. I will contact you on any return and maybe we could get together and discuss this matter more frilly.
