Planning Council to Advise Chief Probation Officer on the Expenditure of
TANF Funds
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Authorize JSPAC (Juvenile Systems Planning Advisory Committee) to serve as the
planning and steering council for the use of TANF (Temporary Assistance to Needy
Families) as required by the Comprehensive Youth Service Act under Section 18225.
BACKGROUND
Probation Departments throughout the State of California will receive funds from the
Welfare Block Grant program to provide temporary assistance to needy families
(TANF). The amount of money available throughout the State is approximately $141
million and Contra Costa's share the first year will be over $4 million.
In order to receive that money, one of the requirements under the Comprehensive Youth
Service Act, Section 18225, is that each county's Board of Supervisors approve an
expenditure plan for TANF and that a committee be established that would act as a
planning council to advise the Chief Probation Officer on how to use the resources
available in the plan.
JSPAC was established by the Board of Supervisors in 1992 to develop a continuum of
care plan and to deal with specific needs in the juvenile justice system. JSPAC
continues to be a very viable group and continues to possess a great deal of energy in its
efforts to improve juvenile justice systems in Contra Costa County.

In looking at the requirements under the Comprehensive Youth Service Act, JSPAC
membership encompasses almost all the groups and interests that are required. JSPAC
is currently looking at membership and could very easily add the one or two individuals
needed to complete the steering committee.
JSPAC is already very well versed with the operation of the Probation Department, the
gaps in the current continuum of care and the needs to which these revenues could best
be utilized.
JSPAC held a meeting on August 25, 1997 and agreed to serve as the planning council
for these TANF revenues if the Board gave its formal approval.
