HomeMy WebLinkAboutMINUTES - 10071997 - C91 TO: BOARD OF SUPERVISORS FROM: Anne Marie Gold, County Librarian DATE: September 19, 1997 SUBJECT: WILRUSS CHILDREN'S LIBRARY TRUST ANNUAL REPORT SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: ACCEPT the Contra Costa County Library Wilruss Children's Library Trust Annual Report FY 96-97. BACKGROUND: On April 2, 1996 the County Library was advised that it had been named to receive the proceeds from the Storms Living Trust, valued at $1,707,600, which had been established by Mrs. Storms. Conditions of the trust require that all proceeds from the trust be placed in a new trust fund (the Wilruss Children's Library Trust) for the benefit of library services to children in Contra Costa County. Terms of the trust authorize the County Librarian to expend earnings from the trust each year and to carry over any unspent earnings from prior years. In no case is the principal amount to be invaded, other than to pay approved claims against the Storms Living Trust. There is also a provision for an annual reporting to the Board of Supervisors on the Wilruss Children's Library Trust. Contra Costa County Library Wilruss Children's Library Trust Annual Report Fy 96/97 Financial Report Amount in the fund at the end of the previous year (6/30/96): $ 0 Amount in the fund at the end of the current year (6/30/97): $1,765,166 Amount earned during the current year: $ 58,141 Amount expended during the current year: $ 575 Amount available for expenditure: $ 57,566 All the expenditures were charges from the County Treasurer for fund management. A total of $1,707,600 was received over a five month period during the fiscal year 95-96 from the Storms Living Trust as follows: September 25, 1996 $500,000 October 25, 1996 $500,000 November 25, 1996 $500,000 December 16, 1996 $150,000 December 23, 1996 $ 50,000 February 27, 1997 7,600 Total $1,707,600 The money has been invested by the County Treasurer with interest rates varying from 5.32% to 5.50%. The purpose of each of the discussions was to: • Inform the community about the existence and primary purpose of the Wilruss Children's Library Trust • Learn about other organizations serving children in Contra Costa County, particularly children living in economically disadvantaged areas of the community and programs with the primary purpose of working with children and reading or literacy, in order to identify a unique role and focus for a program of public library services • Get input from those knowledgeable about children in Contra Costa County to learn what needs they see that the public library could address • To get feedback from professionals working with children about some ideas and suggestions that library staff have developed as possible services that could be offered. In July, 1997, the library contracted with Dr. Virginia Walter, a consultant and professor at UCLA's graduate library science program, to facilitate a process of involving library staff in community needs assessment and program development. During August and September, library staff conducted focus groups and key informant interviews in 10 communities. From this, library staff developed a mission statement for the Wilruss Children's Library Trust and identified seven strategic directions for the program. The staff planning group met on September 18, 1997 and developed action steps, planned an evaluation strategy and prepared for the implementation of the program. o:\bos\wtfrpt96.docSeptember 19, 1997 11:09 AM
