SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE the Auditor Controller to cavy forward unexpended balances of Community Development
Block Grant(CDBG)funds in the County's Fair Housing Projects from CDBG Program Year 1996/97
to CDBG Program Year 1997/98 as follows: carry forward unexpended balance of$31,625 to CDBG
Project Agreement 97-06-HSG; and carry forward unexpended balance of$1,661.22 to CDBG Project
Agreement 97-07-HSG. AUTHORIZE the Deputy Director -Redevelopment or his designee to amend
contracts and increase the contract spending limits as indicated in Attachment A.
FISCAL IMPACT
No General Funds are involved. Community Development Block Grant funds are allocated by the U.S.
Department of Housing and Urban Development.

BACKGROUND/REASONS FOR RECOMMENDATIONS
The Subrecipients, Contra Costa Legal Services Foundation(CCLSF) and Shelter, Inc. (SI) are participating in
the County's proactive Fair Housing Study, including an analysis of impediments to fair housing. This analysis
involves the ongoing provision of fair housing counseling services to assist households throughout the Urban
County who are experiencing discrimination in housing, including verification and documentation of the
discrimination complaint, negotiations with property owners, and, where appropriate, referrals to legal
authorities for additional action. This analysis also includes conducting fair housing tests to determine incidence
of discrimination based on familial status, ethnicity, physical disability, and HIV/AIDS status,
Carryover funds will be used to complete the review of fair housing tests conducted to determine incidence of
discrimination, prepare a report summarizing test findings, and prepare materials and present workshops which
address the findings of the report. In addition, carryover funds will be used to expand advocacy and direct legal
assistance to low-income special needs populations, including the mentally and physically disabled and persons
with HIV/AIDS, in response to growing demand.
Specifically, carryover funds will be used as follows:
Contra Costa Legal Services Foundation ($31,625)
• complete analysis of fair housing tests conducted in order to determine the incidence of housing
discrimination, including preparation of a report detailing the findings of the study($2,200);
• complete and distribute a fair housing law desk manual for the County Community Development
Department, planning departments, and interested developers of affordable housing throughout the
County($3,275);
• complete three workshops regarding fair housing law, including one for the general public, one for
nonprofit agencies, and one for local planning department staff($2,150);
• translate a current court eviction trial preparation resource, a videotape entitled"Your Day In Court",
into Spanish and other languages in order to make this available to monolingual non-native English
speaking clients ($6,000);
• conduct three special workshops regarding fair housing law for local planning department staff and other
interested parties, including providing relevant workshop-related handouts to update the fair housing law
desk manual begun under the FY 1996/97 program($3,500);
• continue provision of outreach, advocacy, and direct legal assistance to prevent loss of housing due to
fair housing violations, including instances in which landlords seek to evict mentally and physically
disabled tenants without making reasonable accommodations for the tenant's disability, and instances
where HIV-positive persons face discrimination based on their HIV status ($12,000);
• prepare written materials and prepare and present workshops for developers and/or managers of
federally-assisted affordable housing in order to ensure compliance with affirmative marketing and project
lease, tenant selection, and property management components ($2,500).
Shelter, Inc. ($1,661.22)
• prepare and conduct information trainings to all multifamily property owners and managers regarding the
results of the County's fair housing audit; and to conduct a sample re-test of properties and prepare a
report summarizing results ($1,661.22).
