RECOMMENDED ACTION: Authorize the Board Chair to execute, on behalf -of the County, a State Education Coordination and Grants (SECG) 8% Funds/CalWORKS 50% Cooperative Agreement for Program Year 1997-1998 (County #19-8259-0), requesting authorization to expend $180,556 ($90,278 of Job Training Partnership Act (JTPA) 8% funds and a State match of $90,278) for the period July 1, 1997 through June 30, 1998 and further authorize the Executive Director, Contra Costa County Private Industry Council, to make non-substantive changes to said document as may be required by the State Department of Education. II. FINANCIAL IMPACT: None. 100 percent Federal and State funds. III. REASONS FOR RECOMMENDATION/BACKGROUND: By letter of September 10, 1997 the California Department of Education notified the Contra Costa County Private Industry Council that a total of $90,278 in JTPA 8% monies was available for PY 1997-98 as well as an equal amount in State matching funds for use in this Service Delivery Area (SDA). Provision of any state or federal funds is contingent upon funding availability. The agreement requires full adherence to all JTPA cost limitations, reporting and procurement requirements, a one hundred percent matching contribution. and assurance that no less than 75% of the JTPA and state matching funds available under this agreement shall be expended on activities for economically disadvantaged individuals. Programs carried out under this Agreement shall meet the goals set forth in the Job Training Reform Act.
