SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION RECOMIMENDATION: an ZE the Social Service Director, or designee, to Submit a proposal to the the Office of Child Abuse Prevention, California Department of Social Service in response to Request for Proposal (R.F.P.) #97-03, for "The California Safe and Healthy Families Support, Home Visiting Program Pilot Project" and further authorize the Acceptance of funds from this grant should Contra Costa County be selected as one of the five California Pilot Projects. The maximum grant award will be $954,000 over a three-year period ($350,000 in 1997-1998, and $302,000 in the subsequent two years.) FINANCIAL IMPACT: 0 County cost. un Ing for this program will be 100% Office of Child Abuse Prevention through the Federal Child Abuse Prevention and Treatment Act (CAPTA). BACKGROUND/SUMMARY: Many ot the newest research and evaluation studies of services to improve parenting practices, reduce child abuse and neglect, and enhance family functioning have demonstrated consistently positive outcomes achieved by in-home visitation programs focused on family support, parenting education, and coordinated referrals to other necessary service providers. The Family and Children's Services Advisory Committee and staff of the Social Service Department have been meeting with other public and non-profit agencies during the past several months to develop such a program to expand and support services already available in Contra Costa County. The availability of these grant funds would allow this program to be fully developed during the next six months. It is anticipated that the primary grantee will be the Social Service Department, with sub-contracts to local non-profit agencies and additional staff-sharing with other agencies such as the Health and Mental Health programs (for example, Merrithew Hospital and Public Health Nursing staff). The pilot project will be closely coordinated with existing public and private service delivery agencies and will include monitoring and evaluation components to demonstrate the effectiveness of these services in reducing child maltreatment, promoting positive parenting and optimal child development, preventing adverse outcomes for children and families and enhancing parental autonomy and self-sufficiency.
