HomeMy WebLinkAboutMINUTES - 10071997 - C44 TO: BOARD OF SUPERVISORS FROM: Anne Marie Gold, County Librarian DATE: September 16, 1997 SUBJECT: Request For Authorization To Apply For And Accept Library Materials Selected and Purchased with Library Services and Construction Act(LSCA), Title 1 Funds, by the California State Library, for FY 96/97 - Ethnic Materials Collection Development at the Oakley and Pittsburg Libraries SPECIFIC REQUEST(S)OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION RECOMMENDATION: Authorize the Contra Costa County Librarian to apply for and accept Spanish Language Libra ry.Materials for the Oakley and Pittsburg Libraries selected and purchased by the California State Library who will use Federal LSCA Title 1 Funds received during FY 96-97, October 1, 1996 through September 30, 1997. The materials are to assist with school assignments for elementary and middle school ages. Some of the other materials that will be received are picture books, easy reader books and audio tape, serf-help legal books, family planning books and videos. FINANCIAL IMPACT: None. BACKGROUND: In August, 1997, the Contra Costa County Library was advised that library materials were available through the California Library Services and Construction Act for Federal FY 96-97 for ethnic materials collection development. Due to the need for immediate response to the California State Library, the County Library submitted an application by the deadline of August 22, 1997. S. Flow would the collection be used? The collection would supplement elementary and middle school assignments by expanding the homework help needs of students. The preschool picture books and easy reader books are needed for introductory reading skills to instill a lifelong reading pattern. The self-help legal resources and family planning materials are often requested by Spanish speaking patrons. 9. How would the library-promote the collection and otherwise extend services to the targeted population group? The collection would be located in a separate shelving unit located on the back wall with clear signage above the shelves. The local newspapers, Brentwood News and Antioch Daily Ledger, will be contacted to run a feature story and a news release describing the collection. The United Council of Spanish Speaking Organization will be contacted to advertise the collection to their clientele. The library will highlight this resource on the Oakley Library's Internet home page and the Friends of the Oakley Library will write an article for their newsletter. Five public schools will be contacted to advertise the collection in their school bulletin serving a combined student population of 4,000. Four preschools will be contacted , and a storytelling program promoting the picture books will be developed by volunteer and staff reaching 136 children. 10. What commitment would the library make to ongoing maintenance and/or expansion of collections and services to the targeted population group? The Oakley Library will allocate 4% of their adult funds and 5% of their children's budget in fiscal year 1997/98 for Spanish language books. The Spanish language magazines will be renewed. The Branch Manager will be reviewing a proposed preschool storytelling volunteer program for the Oakley Library. The four elementary and one middle school will be contacted encouraging class visits to the library from the school. Staff will also contact Kindergarden, lst, 2nd and 3rd grade teachers for possible class visits promoting the collection and reading at the school. We are making special efforts to reach out to the local Hispanic population, especially to families with children. Many speak only Spanish. Many adults don' t read English or Spanish. We need many children's books in Spanish, bilingual books, and easy-to-read Spanish language books for these people to check out when they visit the library at our invitation. The children's librarian will book. talk the books, and will use them in the bilingual storytime presentations. More books would be available for read- alouds, a job done now by our volunteer "book buddies." The books will be used by children and their families for our summer reading program. 9. How would the library promote the collection and otherwise extend services to the targeted population group? Plans are being made now for the librarian at this branch to do an outreach program with the local schools and pre-schools. We have also contacted the Latino Family Program with the idea of doing 'storytime presentations at their site. In addition to the stories shared and talked about, we will take books . to these patrons for checking out. We will recruit Spanish speaking Book Buddy volunteers to read Spanish language books to the children. We will involve Spanish speaking community members to help plan, promote, and present Spanish/English programs in the library and in the community. We will publicize these library programs. 10. What commitment would the library make to ongoing maintenance and/or expansion of collections and services to the targeted population group? The collection will be maintained by the Contra Costa County Library System. Currently, the juvenile Spanish collection is given 9% of the book budget, or about $800.00 per year.
