SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Authorize County Librarian to apply for and accept funding in the amount of $12,425 from the San Pablo Community Foundation to provide Library Outreach to Spanish-speaking families at the San Pablo Library. FINANCIAL IMPACT: The Contra Costa County Library will provide $4,800 in in-kind contributions to the project. In-kind services include: staff assistance in program planning, graphic design and acquiring materials for the collection. BACKGROUND: San Pablo Library is planning to establish an outreach program to Spanish-speaking families to inform them about library services and to increase the library's collection of Spanish-language books. Four programs will be planned in conjunction with the City of San Pablo and community agencies serving the Spanish-speaking. Attach copy of 501 (c)(3) letter. *Summary: (Briefly state your case and summarize your project) San Pablo Library is planning an outreach program to Spanish-speaking families to inform them about library services and increase the library's collection of Spanish-language books. Four programs will be planned in conjunction with the City of San Pablo and community agencies serving the Spanish-speaking. One of the programs will be a large scale program, such as a Fiesta, with music, food and entertainment. Two programs will be cultural family programs, using well-known storytellers and puppeteers and the fourth program will be a lecture program on a topic of interest to parents. A series of eight Spanish-language or bilingual story times will be offered either in the library or at a designated community site. *Why is this project needed? The Hispanic population is the fastest growing population in San Pablo. Although it represents nearly 27% of the San Pablo population, this is not reflected in the use of the library. Because of a lack of staffing and funds, opportunities to reach out to this population have been limited. Special programming has been shown to be an effective way to reach out to families to let them know how the library can provide information to them and their children. *How will the goals of your project be implemented (include timetable) and measured? Community contacts and co-sponsors will be lined up Oct.-Nov.,1997. First program will be carried out in Dec., 1997, second program in Feb., 1998,the Fiesta in May, 1998 and the family workshop in September, 1998. Story times will begin in Feb., 1998. New materials,will be purchased, cataloged and ready to use by Feb. 1998. The library is open 29 hours per week. The library has a collection of 27,000 books, videos, books on tape, periodicals, newspapers and pamphlets and circulates over 41,000 books and other materials yearly. The library operating budget is approximately $240,000 per year which includes a book budget of $20,000 per year. The ethnic diversity of San Pablo has increased significantly since 1980. .The Hispanic population represents 26.78% of the total population which represents a growth rate of 101% since 1980, while the general population grew only 27%. The Asian population represents 17.21% which is an increase of 12%, and the African-American population represents 21.34% which is an increase of 6% since 1980. The total Hispanic population is 6,737. The San Pablo Library has a Senior Branch Librarian who manages the branch library operation. There is in addition a children's librarian, a library clerk and a bilingual Spanish- speaking library assistant who was specifically hired to assist the library in providing service to the fast growing Hispanic population. It is the library's intent to make use of this staff resource when planning and implementing the proposed new library project, Library Outreach to Spanish- speaking Families. The San Pablo Library provides services, such as checking out library materials, and providing reference information to customers who come to the library or phone for information. In addition to these services, the library's electronic information provides access to the County Library's collection of over 1,000,000 items, and a variety of databases, including the General Reference Center. This database provides access to full text articles of over 315 magazines, 15 full text reference books and full text newspaper articles. In addition to this outstanding database, the Health Reference Center provides access to consumer health periodicals, medical reference books and pamphlets and the General Business File has comprehensive business, career,and investment information. Patrons with access to a home computer and modem can access this information 24 hours a day. Internet access is also provided at several of the library's computer terminals. A limited number of programs for children are provided in the library and a limited number of class visits are conducted during the 29 hours the library is open. The library's volunteer program includes a Book Buddies program where volunteers read to young children one=on-one; volunteer Internet Docents who help the public with the use of the Internet; homebound residents who are provided library service through the use of volunteers; and community service volunteers,who shelve books.
