ADD three General Public members to the County Charter Commission. 2. DIRECT the County Administrator's Office to issue a press release to recruit for the three General Public members of the County Charter -Commission. 3. REFER to the Internal Operations Committee the responsibility to screen for, interview and recommend nominees for the three additional General Public members on the County Charter Commission. 4. CONFIRM that the membership of the County Charter Commission, as appointments were made on November 19, 1996, is as set forth on the attached roster. 5. DETERMINE whether current or former County employees should be considered for membership on the County Charter Commission, in light of , the Board's recently enacted policy discouraging the appointment of County employees to advisory bodies. Several names were added as alternates in order to provide better geographic distribution. I am now recommending that three additional seats be added as representatives of the General Public in order to insure that all interested individuals have had an opportunity to be considered for membership on the Commission. I am also recommending that the Internal Operations Committee review the applications which are received as a result of this recruitment and present recommendations to the Board for appointment to these three seats. I am also asking that the Board confirm the membership of the Commission as reflected on the attached roster. Finally, I am asking that the Board reconsider its decision to appoint to the Commission as alternates what, at the time of their appointment on November 19, 1996, were two County employees. The Board has adopted a policy recommended by the Internal Operations Committee that County employees not be appointed to advisory bodies when the subject matter of the advisory body is closely related to the responsibilities of the employee. In this case, the two individuals were both employees of members of the Board of Supervisors. It appears to me, therefore, that the subject matter of the Commission could not help but be closely related to the responsibilities of the individuals. One of the two individuals is not currently a County employee, but may be employed again in the near future. The other individual continues to be a County employee.
