Martinez, Executive Director DATE: January 28, 1997 SUBJECT: Authorization to submit Community Development Block Grant Application to the City of Antioch request funding for the rehabilitation of the Central County Shelter SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: A. APPROVE AND AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa or his designee to execute and transmit an application along with the necessary certifications and assurances to the City of Antioch Community Development Department,requesting$52,100 in Community Development Block Grant(CDBG)funding for the rehabilitation of the central County Shelter. B. APPROVE AND AUTHORIZE the Executive Director of the Housing Authority or his designee to accept any City of Antioch Community Development Block Grant FY 1997-98 grant and to enter into a contract with the City of Antioch and perform any and all responsibilities in relationship to such contract. IL FINANCIAL IMPACT: The$52,100 requested in the CDBG application is necessary for Phase II of the rehabilitation of the Central County Shelter. An estimated$473,708 is still needed to complete the rehabilitation of the shelter. Grant proposals are being prepared at this time to fund this final phase. III. REASONS FOR RECOMMENDATIONBACKGROUND The city of Antioch has issued a request for proposals for Community Development Block Grant Program funding for FY 1997-98. The CDBG program,sponsored by the U.S. Department of Housing and Urban Development(HUD)is a primary source of funds for the City of Antioch's community development and housing programs, including public or human service activities that benefit low income residents of the City of Antioch.. The Housing Authority,on behalf of the County,is requesting CDBG Housing Program funds to assist with the completion of this final phase of shelter rehabilitation. Phase II includes the commercial training kitchen,the dining/multi-purpose room,the classroom building,two window walls with courtyards,site improvements, landscaping and an outdoor recreation area. A successful capital campaign to complete Phase II of the rehabilitation in 1997 will allow the County's Homeless Program to implement an employment training program at the Central County Shelter.
