HomeMy WebLinkAboutMINUTES - 01281997 - C76 ------------ Contra TO: BOARD OF SUPERVISORS Costa FROM: FISH AND WILDLIFE COMMITTEE l.11.lu DATE: JANUARY 28, 1997 ��J SUBJECT: REPORT ON REAPPOINTMENTS TO THE FISH AND WILDLIFE COMMITTEE SPECIFIC REQUESTIS) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS ACCEPT report from Fish and Wildlife Committee recommending that the Board of Supervisors maintain continuity in the membership of the Fish and Wildlife Committee as the Committee enters its second year since being reestablished. FISCAL IMPACT None. REASON FOR RECOMMENDATION/BACKGROUND On December 13, 1994, the Contra Costa County Board of Supervisors voted to reestablish the Fish and Wildlife Committee. The process of advertising the availability of positions on the Fish and Wildlife Committee, interviewing applicants, selecting members, and determining staffing did not conclude until the February 5, 1996 meeting of the Internal Operations Committee. The reestablished Fish and Wildlife Committee held its first meeting on February 28, 1996, and the terms of office for all nine members began on this date. The December 13, 1994 action of the Board established a two year term of office for members of the Fish and Wildlife Committee, but specified that five of the nine seats on the Committee, including two of four at-large seats and representatives from Districts II, III, and V, would have an initial term of one year in order to stagger the expiration dates of Committee members. Representatives of Districts 11 and III were reappointed to a second term by Board actions in the fall of 1996. The terms of the District V representative and two at-large members expire on February 28, 1997. CONTINUED ON ATTACHMENT: X YES SIGNATURE: Thomas K. In its first 10 months, the activities of the Fish and Wildlife Committee included: reviewing and recommending modifications to the Board-mandated role of the Committee (recommendations approved by the Board on April 1, 1996), developing and approving Committee bylaws, electing officers, establishing a regular meeting date and place, approving a Conflict of Interest Code for submission to the Board, establishing protocols, in conjunction with the County Administrator's Office, for communicating with other parties, creating a process for evaluating requests for funding from the Fish and Wildlife Propagation Fund, creating a funding application and a recommended submission deadline, and notifying the public of the availability of funding applications through mailings and the publication of an article in the Contra Costa Times. The Committee has also devoted significant time to gathering background information on fish and wildlife issues in the County. The Committee has received presentations from game wardens, other Department of Fish and Game representatives, interested citizens, and Committee members, and has also reviewed and discussed written materials referred by the Board or received from other agencies. To enable the Fish and Wildlife Committee to efficiently build on the foundation of organizational and information gathering work completed in its first year and shift its focus to policy-oriented issues, the Fish and Wildlife Committee recommends that the Board of Supervisors seek to maintain continuity in the membership of the Committee as it enters its second year.
