SPECIFIC REQUEST(S)OR RECOMMENDATION(S)L BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: 1. APPROVE and AUTHORIZE the Community Services Director or designee to execute Contract Amendment Agreement #38-278-4 with the YWCA of Contra Costa County, effective February 1, 1997, to reduce the Contract Payment Limit by $45,894 from $195,888 to a new total Contract Payment Limit of$149,994 and to reduce the provision of state preschool services provided by said agency for the period from February 1, 1997 through June 30, 1997. 2. APPROVE and AUTHORIZE the Community Services Director or designee to execute Contract #38-616 with First Baptist Church in the amount of $45,894 for the period from February 1, 1997 through June 30, 1997 to provide expanded state preschool services. II. FINANCIAL IMPACT: The above-listed contracts, as well as other state preschool contracts.the Department has with other community-based organizations, are funded by the Contra Costa Community College District (CCCCD). REASONS FOR RECOMMENDATIONS/BACKGROUND: On December 24, 1996 the Department received notice from the YWCA of Contra Costa County (YWCA) that, effective February 1, 1997, it will return 48 State preschool slots to the County. According to the YWCA letter, the agency was recently awarded a contract for 70 State preschool spaces from the California Department of Education. Thus, the YWCA will no longer have enough licensed space to fulfill the terms of its contract with the County to earn the total contract payment limit. The YWCA will continue to serve those 48 children previously covered under the County contract through its direct contract with the State. To provide services immediately to the Community and fulfill the requirements of the County's Interagency Agreement with the CCCCD, the Department would like to enter into a contract with First Baptist Church for the rest of the fiscal year. First Baptist Church has licensed child care spaces immediately available to accommodate the slots relinquished by the YWCA. CONTACT: Scott Tandy, 313-7350 cc: CAO CSD
