SUBJECT: CONTINUE THE LIBRARY COMMISSION FOR ONE YEAR AND REAPPOINT
ALL MEMBERS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. EXTEND the life of the Library Commission through March 15, 1998,
subject to concurrence by the Contra Costa Mayors' Conference.
2. EXTEND the term of office of all current members of the Library
Commission through March 15, 1998, subject to concurrence by the Contra
Costa Mayors' Conference.
3. REQUEST the Contra Costa Mayors' Conference to concur in the extension
of the life of the Library Commission and the extension of the term of office
of the members of the Library Commission as noted above.
BACKGROUND:
The County Library Commission was established by the Board of Supervisors and
the Contra Costa Mayors' Conference and was originally given a sunset date.
The Commission's life has been extended on several occasions by the Board of
Supervisors and the Mayors' Conference. Currently, the Commission sunsets
March 15, 1997 and the terms of office of all members of the Library Commission
expire on that same date.

We anticipate that there will be some candid and constructive discussions
between the cities and the County in the coming months over the future
organization, structure and governance of the Library. We do not believe that the
future of the Library Commission or the appointments to the Commission should
become embroiled in those discussions nor do we believe that those discussions
should necessarily be triggered at this time by the sunsetting of the Library
Commission.
We are, therefore, recommending the extension of the life of the Commission by
one year and the extension of the term of office of all of the current commissioners
by one year while the discussions between the cities and the County proceed.
We want to be very clear that these recommendations are not, in any way,
intended to anticipate the direction the discussions with the cities may take or the
nature of the organizational and governance options that may be explored with the
cities. We also want to be clear that we are not necessarily endorsing the
continued existence of the Library Commission beyond March of 1998 nor are we
advocating its termination at that time. We simply do not believe it is fair to
include the continuance of the Library Commission at this time in the discussions
which may be undertaken this year between the cities and the County.
We hope the full Board of Supervisors and the Mayors' Conference will agree with
us and will vote to take the Library Commission and its members "off the table"
as a discussion item at this time so the other discussions can proceed in a timely
manner.
