We do not believe that the future of the Library Commission or the appointments to the Commission should become embroiled in those discussions nor do we believe that those discussions should necessarily be triggered at this time by the sunsetting of the Library Commission. We are, therefore, recommending the extension of the life of the Commission by one year and the extension of the term of office of all of the current commissioners by one year while the discussions between the cities and the County proceed. We want to be very clear that these recommendations are not, in any way, intended to anticipate the direction the discussions with the cities may take or the nature of the organizational and governance options that may be explored with the cities. We also want to be clear that we are not necessarily endorsing the continued existence of the Library Commission beyond March of 1998 nor are we advocating its termination at that time. We simply do not believe it is fair to include the continuance of the Library Commission at this time in the discussions which may be undertaken this year between the cities and the County. We hope the full Board of Supervisors and the Mayors' Conference will agree with us and will vote to take the Library Commission and its members "off the table" as a discussion item at this time so the other discussions can proceed in a timely manner.
