Correspondents (3) Of ervtw and Gourq County Administrator By DOW Registrar of Voters 400 CONTRA COSTA COUNTYWIDE YOUTH COMMISSION established in 1995 TO: Board of Supervisors FROM: Countywide Youth Commission DATE: January 1, 1997 SUBJECT: Recommendation to Adopt the Saturday Night Special Ordinance Following a discussion concerning the proposed Saturday Night Special Ordinance, the Youth Commission voted to recommend adoption of the ordinance to the Board of Supervisors. The Commission felt that restrictions on the distribution of certain gun types can be beneficial to the youth of Contra Costa County through the containment of violence in our neighborhoods, undoubtedly a direct result of the accessibility of weapons to children. The discussion then proceeded to address alternative methods to curb the flow of guns into the hands of minors, and the following recommendations were raised and decided unanimously to be passed along with the above recommendation.- 1. ecommendation.1. Introduction of educational awareness programs focused at the elementary and junior high school level which address the dangers of weapons such as guns, and the consequences associated with the possession of these weapons. 2. Stricter penalties for first time offenders of county gun ordinances (i.e. stiffer fines, parental liability, mandatory attendance of educational conferences dealing with the dangers of guns, etc.) 3. Stronger censorship in the matters of the glorification of weapons and violence in media related material. Finally, along with the above recommendation and suggestions, the Youth Commission requests that any ordinance considered by the Board of Supervisors contain explicit guidelines concerning which weapons would be considered Saturday Night Specials and be affected by the ordinance. 2425 Bisso Lane, Suite 110, Concord, CA 94520-4817 (510) 646-5763; (510) 646-5767 (fax)
