RE: TERMS AND CONDITIONS FOR THE DEPUTY PUBLIC ,
DEFENDERS' UNIT OF CCCEA, Local No. One
Dear Mr. Clarke:
This confirms our agreement to amend Resolution 96/497 by adding the
following provisions which relate solely to the Deputy Public Defenders Unit
of the Contra Costa County Employees' Association, Local No. One.
Professional Fee Reimbursement
Reimbursable maximum is increased from $350 per fiscal year to $425 for
fiscal year 1996/97 and $500 each fiscal year thereafter. Job-related
computer software and hardware may be reimbursed effective January 1 ,
1997.
Deferred Compensation
Effective February 1, 1997, Deputy Public Defenders will be eligible to
participate in the County Deferred Compensation Plan and receive a forty
dollar ($40) per month County contribution provided they meet the
qualifying base contribution amount and other related criteria.
Life Insurance
Effective February 1 , 1997, $45,000 Group Term Life Insurance will be
provided. Premiums for this insurance will be paid by the County.
Vacation Schedule
Effective the first of the month following adoption of the Local No. One
Memorandum of Understanding, the vacation schedule for employees with
eleven (11) through fourteen (14) years of service will be increased from ten
(10) hours per month to the following schedule: 11 years - 10 2/3 hrs/mo;
12 years - 11 1/3 hrs/mo; 13 years - 12 hrs/mo; 14 years - 12 2/3 hrs/mo.

57.4 Deputy Public Defenders Unit
E. The County shall reimburse each Deputy Public Defender up to a maximum of$350.00 eash $425.00
for fiscal year 1996/97 and up to a maximum of $500 each fiscal year
commencing July 1. 1997 for the following types of expenses: membership dues in legal, professional
associations; purchase of legal publications; training and travel costs for educational courses related
to the duties of a Deputy Public Defender; and software and hardware from a standardized Count
approved list or with Department Head approval. provided each Deputy Public Defender complies with
the provisions of the Computer Use and Security Policy adopted by the Board of Supervisors.
Any unused accrual may be carried forward to the next fiscal year up to $700.00. The Training
Reimbursement provision contained in Section 26 28 of this MOU shall not apply to employees in
the Deputy Public Defenders Unit.
The County shall reimburse each Deputy Public Defender for California State Bar membership
dues (but not penalty fees) and for criminal specialization fees. To be eligible, one must be a
permanent Deputy Public Defender with the Contra Costa County Public Defender's Department
as of January 1 of the calendar year for which reimbursement is requested.

J. Life Insurance - Effective February 1. 1997. $45.000 Group Term Life Insurance will
be provided for Deputy Public Defenders. Premiums for this insurance will be paid bX
the County with conditions of eligibility to be reviewed annually.

Add the following language into Section 57.4J:
Deferred Compensation
Effective February 1 , 1997, employees represented by Local 1 in the
Depute Public Defenders Unit will be eligible to participate in the
County's Deferred Compensation Plan. The County will contribute
$40 forty dollars) per month to the deferred compensation accounts
of all employees in the Public Defenders Unit who participate in the
County's Deferred Compensation Plan. To be eligible for this
contribution, qualifying employees must:
• complete a county interest form and return it to the Benefits
Service Unit:
• deposit the "Qualifying Base Contribution Amount" indicated below
in his/her deferred compensation account;
• maintain a minimum monthly contribution to the deferred
compensation plan in the amount indicated below:

Only those contributions made to the Deferred Compensation
Program as of the date the employee signs the county interest form
qualify under the program as the "Qualifying Base Contribution
Amount".
If for any reason an employee's monthly contribution falls below the
minimum amount required, the employee is no longer eligible for the
counter's $40 per month contribution and he/she must re-qualify for
the contribution by again satisfying the above listed criteria.

Contra Costa County Employees' Association, Local One.
COMMENT:
These negotiated agreements are in addition to the general wage and benefit
changes approved by the Board for Local One members on November 19, 1996.
The terms of the settlement are as follows:
Professional Fee Reimbursement:

• There are sixty-nine (69) Deputy Public Defenders in the Deputy Public
Defenders' Unit.
