Svs. Subject: P-300; Administrative Analyst Over the past several years, the Administrative and Community Services function has had increased responsibility in a number of program areas which do not "fit" into other, more clearly defined operational divisions. Some of these new functions include administering such diverse programs as DARE; the 10851 program; P-6 District administrative functions; Los Vaqueros Watershed project; administration of the Domestic Violence Grant; and continued grant writing. Ironically, ACS was one of the areas in the department hit hardest by 1992-93 budget cuts, losing all of its Crime Prevention Specialists as well as a clerical position. The net effect has been to overwhelm remaining ACS staff, whose main functions of crime prevention, crime analysis, and criminal intelligence have been compromised to attempt to handle the new programs described above. In essence, neither the core responsibilities nor the new administrative programs receive adequate attention. In response to the above, the Sheriff proposes the addition of an administrative analyst position for ACS which would be responsible for the administration of a number of the above programs. Specifically, the analyst would be tasked with the following: * Assist with administration of the Domestic Violence Grant; * Assume responsibility for administering the 10851 Program; * Administer P-6 District issues, including;levying of taxes and implementation of directed patrol and crime prevention services to the district; * Administer the COPS Grants; * Assume responsibility for grant writing and maintaining a central grant file. After reviewing a number of existing job classifications, it would appear that the proposed duties and responsibilites could be properly handled by an administrative analyst. This is a generic class that involves'handling programs, reports, liaison with departments, agencies, and the public. The position would be funded through charges to the appropriate grants and P-6 revenues. The position will be responsible under a Lieutenant to relieve existing staff whose primary functions are crime prevention, crime analysis and criminal intelligence by assuming the following types of administrative assignments: Assist with administration of the Domestic Violence Grant Administer. the 10851 program (Stolen Vehicle) Administer the P-6 District Administer the COPS grant and other related grants The position is funded through P-6 District revenues and from the various grants administered. Since a new Administrative Aide open eligible list is recently promulgated and the deep class of Administrative Aide will allow appointment at a step commensurate with qualifications of the candidate hired, the position will be classified at that level .
