Rupf," Sheriff - Costa � �'� County DATE: October 1, 1996 SUBJECT: PRIVATE ELECTRONIC HOME DETENTION PROGRAM - FEE SCHEDULE SPECIFIC REQUBST(S) OR RECOMMENDATION S) i BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION:' Approve and authorize the Sheriff to set fees paid by every person applying for an electronic home detention program that requires monitoring through Sentencing Concepts, a private firm. Application fees of $100 . 00, plus $15 . 00 minimum for each day served in the program, based ori an ability to pay, or a daily fee equal to the defendant' s gross hourly fee if over $15 . 00, plus an installation fee of $25 .00 when applicable. II . FINANCIAL IMPACT: No financial impact on the county as- above fees will cover cost of contractor' s services and the Sheriff ' s staff functions . III . REASONS FOR RECOMMENDATION: By county policy, the county is responsible for paying a contractor for services rendered. Through this fee schedule, inmates being accepted into this program will defray all county costs . IV. BACKGROUND: On September 10, 1996, the Board authorized the Sheriff to enter into a contract with Sentencing Concepts, a private electronic monitoring firm. This contract enables the Sheriff to allow qualified defendants who have been convicted of crimes in Contra Costa County and live in other California counties to remain out of custody while being strictly monitored during their sentence . V. CONSEQUENCES OF NEGATIVE ACTION: Those participating in the Custody Alternative Bureau Electronic Home Detention program through the private contract will not be paying their fair share, thus placing the cost burden on Contra Costa County taxpayers . The potential cost is unknown at this time, however, could be thousands of dollars a year.
