SPECIFIC REOUEST(S)OR RECOMMENDATION(S) & BACKGROUND AND JUBTIFICATION I. RECOMMENDED ACTION: 1. APPROVE and AUTHORIZE the Community Services Director or designee to execute 1996/1997 State Standard Agreement Amendment No. 1 (County #39-800-2) with the California Department of Community Services and Development to increase the maximum reimbursable amount by $60,812, from $22,188 to $83,000 for the provision of low-income weatherization assistance services. 2. APPROVE and AUTHORIZE the Community Services Director or designee to execute 1997 LIHEAP State Standard Agreement (County #39-806-3) with the California Department of Community Services and Development for a maximum reimbursable amount of $230,714 to provide low-income home energy assistance services for the period of January 1, 1997 through December 31, 1997. 3. APPROVE and AUTHORIZE the Community Services Department and the Building Inspection Department's Housing Preservation Division to enter into an interdepartmental agreement for a 90-day trial period, effective January 21, 1997. BACKGROUND Effective September 3, 1996, the Board of Supervisors approved a lay-off plan involving the Housing and Energy Division of the Community Services Department (Department), suspending the Weatherization Program due to significant loss of funds, low production, and lack of adequate management, oversight, and supervision. Over the past few months the Department analyzed various options to restructure and restart the Weatherization Program in a cost efficient and cost effective manner. Discussions were held between the Department and the Building Inspection Department's Housing Preservation Division which currently provides rehabilitation services to low- income homeowners using Community Development Block Grant (CDBG) funds. We believe that the Weatherization Program could be a constructive link with the Housing Preservation Program. Further, the Housing Preservation Program has an established system of internal controls, cost allocation, and general management which will provide the necessary administrative structure for the weatherization program to operate efficiently and effectively. The Department and Building Inspection Department would need to enter into an interdepartmental agreement. The proposed agreement would contain the following provisions: • 90-day trial period (January 21 - April 20, 1997). • Funding for the 90 trial period will come from a combination of weatherization funds rolled-over from 1996 and 1997 weatherization-funds. • Pending success of the 90-day trial period, additional weatherization funds will be available for the balance of 1997. • New project positions will be created to support this project: two will combine the duties of assessment, installation, and inspection and the remaining will be a clerical position. Initial storage of materials and vehicles will be located at our facility on Port Chicago Highway. The Department will study the feasibility of utilizing Resource and Recovery space at 651 Pine Street in downtown Martinez or other appropriate space for future storage. During the 90-day trial period the Department will work closely with the Building Inspection Department to provide support and make adjustments to the program to ensure its viability. P300(M347)Rev 7/1/95 n 4 o- D R A F T Proposed Salary Levels C5=1427 ($1892-2300), Contra Costa January 1997 WEATHERIZATION/HOME ASSESSMENT AND REPAIR SPECIALIST-PROJECT DEFINITION: Under supervision, 'to perform the estimating, inspection, weatherization and home repair services on housing under the Weatherization and Home Repair Programs of the Community Services Department; and to do. related work as required. DISTINGUISHING CHARACTERISTICS: Positions in this class receive day-to-day supervision from a. Senior ` Building Inspector in the County Building Inspection Department. This class is distinguished from the class of Senior Building Inspector in that the latter is primarily responsible to act as a lead specialist in a .construction specialty or inspections of all types of projects involving commercial and multi-family structures. Incumbents of this class are exempt from.the. merit system and work. in a state or federally funded project: TYPICAL TASKS: Performs pre/post project inspection; takes measurements and calculates materials, quantities and costs; Verifies proper materials and standards; Verifies client program eligibility; Answers questions concerning needed work and' explains, the -Weatherization and Home Repair Program to residents; - Reviews quality of work completed;;: RecommeAg4 ''payments oto subcontractor for work completed:; Repairs roofs, wall , floors, doors and windows; Installs insulation, weather stripping, storm windows, water heater blankets, low-flow shower heads, duct wrap; - Operates woodworking tools and equipment; Makes repairs to .plumbing systems; May assist with the installation of minor solar systems. MINIMUM QUALIFICATIONS: License Required: Possession of a valid California Motor Vehicle Operator's License. Education: Possession of a high school diploma, G.E.D. or equivalent, or high school* proficiency certificate. Experience: One year of full=time work experience or its .equivalent performing residential appraisals, construction, repairs, insulationor weatherization of. buildings. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of residential construction, repairs, job costing and estimation, techniques and practices; weather izat'ion practices and procedures; general knowledge of building/construction codes and standards; ability to follow written and verbal direction; ability to read and write the Engl-ish language; ability to operate power tools safely and efficiently; ability to perform manual work in the attic of a house, on a roof and on a ladder; ability to work harmoniously with other staff and the public.
