RECOMMENDATIONS: A. ADOPT A RESOLUTION supporting a request for $15,000 to the State Emergency Housing and Assistance Program (EHAP) Round IV Funding to provide operating assistance for the homeless shelter program at the Brookside Shelter in Richmond and the Central County Shelter in Concord. B. APPROVE AND AUTHORIZE the Director of the Health Services Department or his designee to execute and transmit an application along with the necessary certifications and assurances to the Contra Costa County Local Board for State of California Emergency Housing and Assistance Program (EHAP IV) funds for operating funds for the homeless shelter program. C. APPROVE AND AUTHORIZE the Director of the Health Services Department or his designee to accept any State Emergency Housing and Assistance Program grant and to enter into a contract with the California Department of Housing and Community Development, and to perform any and all responsibilities in relationship to such contract. II. FISCAL IMPACT No General Funds are involved. Funds received from the State Emergency Housing and Assistance Program will be used for the operation of the homeless shelter program. III. BACKGROUND/REASONS FOR RECOMMENDATIONS The Contra Costa County Emergency Food and Shelter Program Local Board has issued a Regional Request for Proposals for EHAP Round IV funding to support emergency shelter services for homeless people in Contra Costa County. The maximum grant for an agency is $15,000. Accordingly,in order for the State to consider the Local Board recommendation, the Board of Supervisors is requested to approve a resolution certifying that the Health Services Department will comply with all of the requirements of the State Emergency Housing and Assistance Program. IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the matter of Resolution No. 97/33 resolution approving the Application for State of California Emergency Housing and Assistance Program/ WHEREAS,the State of California,Department of Housing and Community Development, Division of Community Affairs,issued a Notice of Funding Availability(NOFA) for the Emergency Housing and Assistance Program(EHAP)(Round#EHAP-IV); and, WHEREAS, the County of Contra Costa is a political subdivision of the State of California organized and existing under the laws of the State of California, and has complied with all applicable laws and regulations; and, WHEREAS, the Contra Costa County Health Services Department is a local government agency which is eligible and wishes to apply for and receive an EHAP grant; and, NOW, THEREFORE, BE IT RESOLVED THAT: 1. The Board of Supervisors of the County of Contra Costa hereby authorizes the Assistant Health Services Director for Public Health to apply for an EHAP grant in the amount not more than the maximum amount permitted by the NOFA, and in accordance with the program statutes, regulations, and Local Shelter Strategy. 2. If the grant application authorized by this resolution is approved, the Contra Costa County Health Services Department hereby agrees to use the EHAP funds for eligible activities in the manner presented in the application as approved by the Department and in accordance with program statute(Health and Safety Code Section 50800 - 50806.5 and regulations (Title 25, Division 1,Chapter 7, Subchapter 12, Sections 7950 through 7976 of the California Code of Regulations), and the Standard Agreement. 3. If the grant application authorized by this resolution is approved, the Assistant Health Services Director for Public Health is authorized to sign the Standard Agreement and any subsequent amendments with the Department for the purposes of this grant.
