APPROVAL OF 1997 CSBG STANDARD AGREEMENT WITH THE CALIFORNIA
DEPARTMENT OF COMMUNITY SERVICES AND DEVELOPMENT
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director or designee to execute and submit
the 1997 Community Services Block Grant State Standard Agreement (County #39-813-2, State
#97F-1507) with the California Department of Community Services and Development in the
amount of$505,541 for the period from January 1, 1997 through December 31, 1997.
II. FINANCIAL IMPACT:
This Contract is federally funded through the California Department of Community Services and
Development. Funding from this agreement for the period from January 1, 1997 through June 30,
1997 is reflected in the Community Services Department FY 1996-97 budget. Funding for the
period from July 1, 1997 through December 31, 1997 will be reflected in the Department's 1997-
98 budget. No County funding is required.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On.February 27, 1996 the Board approved the 1996 Community Services Block Grant (CSBG)
State Standard Agreement with the California Department of Community Services and
Development (State).
Approval of the 1997 CSBG State Standard Agreement will continue to fund six CSBG
subcontractors to provide self-sufficiency programs and emergency services for eligible county
individuals and families.
This contract will be reviewed and approved as to form by County Counsel prior to submission to
the State.

NARRATIVE STATEMENT
1997 CSBG Funding
(County #39-813-2)
1. PROJECT/PROGRAM TITLE. Community Services Block Grant (CSBG).
2. FUNDING AGENCY. California Department of Community Services and Development
(State).
3. SUBMITTAL STATUS. This agreement continues a current program.
4. PROPOSED TERM. January 1, 1997 through December 31, 1997.
5. CURRENT FUNDING. The Department received $389,188 in federal funding through
the State in 1996.
6. FUTURE FUNDING. This is a long-range program for which funding is expected to
continue. The amount of future funding is dependent upon federal budgeting.
7. BUDGET SUMMARY.

8. STAFFING REQUIREMENTS. Darnell Turner will be responsible for administration of
this project.
9. PROGRAM NEED. The CSBG contract is used for the administration costs of the
Community Services Department and the subcontracting of services with community-
based organizations in providing assistance to low-income individuals.
10. RELATIONSHIP TO OTHER PROGRAMS. The CSBG program is used to leverage
other program dollars and to assist in collaboration with CBO's in developing economic
opportunities for the low-income communities. CSD performed a 1994 RFP CSBG
contracts were awarded to the above-listed agencies for their services.

11. PROJECT GOALS. This program is designed to assist the low-income community in
gaining the economic tools to break the cycle of proverty. It is the intent of Community
Services Block Grant program to assist the low income in achieving economic self-
sufficiency.
12. STATED OBJECTIVES. The objectives of this program are:
a. Provide economic assistance to the low-income community.
b. Develop programs with community-based organizations in aiding the poor.
c. Develop programs in the local community that will provide job opportunties and foster
self-sufficiency.
13. ACTIVITY SUMMARY. This program will be administered by Darnell Turner,
Program Manager of the Community Services Block Grant program. The CSBG program
will subcontract to provide those services mentioned within the Item 7. (Budget Summary).
14. EVALUATION METHOD(S). Darnell Turner,Program Manager will be responsible for
evaluations, program monitoring, and compliance with State CSBG requirements. The
Economic Opportunity Council will continue to provide oversight as well.
15. CHANGES COMPARED TO PRIOR YEAR (if any). None.
16. POTENTIAL CONTROVERSIAL ISSUES. None.
