SUBJECT: ADJUSTMENTS IN THE COMPOSITION OF THE HUMAN RELATIONS
COMMISSION
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Declare the following seats on the Human Relations Commission vacant for
lack of attendance-
Seat #2 - Paul DeMange
Seat #16 - Minshu Lui
2. Reappoint Elizabeth Gabucan to a new three-year term on the Human
Relations Commission ending 11/4/99.
3. Abolish the following seats on the Human Relations Commission in order to
comply with the provisions of ordinance 96/40 which reduced the size of the
Commission to nine members:
1, 2, 3, 4, 5, 6, 8, 11, 15, 16, 17, and the Youth Seats previously occupied by
John Greene and Leslie Young.

4. Renumber seats on the Human Relations Commission and assign terms of
office as follows:
Seat # 7 becomes seat # 1 with a term ending 11/4/98
Seat # 9 becomes seat # 2 with a term ending 11/4/97
Seat # 10 becomes seat # 3 with a term ending 11/4/98
Seat # 12 becomes seat # 4 with a term ending 11/4/97
Seat # 13 becomes seat # 5 with a term ending 11/4/97
Seat # 14 becomes seat # 6 with a term ending 11/4/97
Seat# 18 becomes seat # 7 with a term ending 11/4/98
Seat # 19 becomes seat # 8 with a term ending 11/4/97
Seat # 20 becomes seat #9 with a term ending 11/4/99
BACKGROUND:
On December 17, 1996, the Board of Supervisors adopted an ordinance which
reduced the size of the Human Relations Commission to nine members. There were
already a number of vacant seats on the Commission. The above actions will
formally eliminate all of the vacant seats, renumber the remaining seats and leave
in place the nine individuals who are still active members of the Commission.
