For His Public Service )
Whereas, Dr. Jeff Smith was not satisfied with being an employee of the County and
endeavored to change his medical practice into apolitical practice; and
Whereas, Dr. Smith was able to choose the appropriate organ when searching for a
metaphor; and
Whereas, Dr. Smith was never reluctant to offer his legal opinion to County Counsel and
other Board members; and
Whereas, Dr. Smith was always known to be exceptionally sensitive and tender on
Valentine's Day; and
Whereas, Dr. Smith was always able to maintain bedside decorum when confronted with
hostility; and
Whereas, Dr. Smith offered himself as a model to County lobbyists for trendy up-to-date
power dressing; and
Whereas, Dr. Smith read everything presented to him . . . to the chagrin of staff;
Now Therefore Be It Resolved by the Board of Supervisors of Contra Costa County that
Dr. Jeff Smith shall be KNOWN as the Contra Costa County Political Doctor.Emeritus.
Passed and Adopted by a unanimous vote of the Board members present on this Seventh
Day of January, 1997..

Volunteer Community Work of )
Edd Costley & Ted Lawmnwe)
W70REAS, the Board of Supervisors wishes to recognize the outstanding volunteer community work
its employees provide to their communities above and beyond the paid work they do for the County, and
WHEREAS, the Public Defender,Charles H. James, has called to the Board's attention the volunteer
community work performed by two of his employees:investigators Edd Conley and Ted Lawrence, and
WHEREAS, despite their heavy work schedules for the County which require them to often work
evenings and weekends, Mr. Conley and Mr. Lawrence have found the time to organize a program in
which participants of the midnight basketball league in Pittsburg receive education about the legal
system, and
WHEREAS, this program has involved organizing a series of talks in which the teenagers who are
participating in midnight basketball are taught useful facts about the criminal justice system, such as
what types of conduct might get them in trouble with the authorities, the nature of the three strikes law,
how to stay out of the criminal justice system through education and overall good conduct and what is
likely to happen if they do find themselves involved in the criminal justice system, and
WHEREAS,Mr. Conley and Mr.Lawrence have recruited employees from the District Attorney's Office,
the Shenjps Department, and the Probation Department to speak to the midnight basketball participants
about their rights and obligations in the criminal justice system, and
WHEREAS, Mr. Conley and Mr.Lawrence are planning to reproduce this same program in Oakland in
the coming year;
BOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of Contra Costa
RECOGNIZES the volunteer community work of Edd Conley and Ted Lawrence, and COMMENDS them
for their dedication to the youth of this County.

WHMM4S,the Band of Supervisors wishes to recognize the outstanding volunteer community work its employees
provide to their communities above and beyond the paid work they do for the County, and
WHEREAS,the E"cutiue Diredor of the Contra Costa Health Plan, Milt Camhu, has called to the Board's attention
the volunteer community work performed by seven of his employees:Lenell Anderson, Carolyn Carpenter, Darlene
Koch, Susanne Penfold, Cindy Shelby,Becky Susini and Marie Servantes, and
WHEREAS, in an effort to help needy children and their families, Ms.Anderson, Ms. Carpenter, Ms.Koch, Ms.
Penfold,Ms. Shelby, Ms.Susini and Ms. Servantes have taken the time to organize a series of fundraising events
which resulted in 20 needy children who are members of the Contra Costa Health Plan being able to attend summer
camp thus past year, and
WHEREAS, without the time and energy provided by these seven employees, none of these 20 children would
have been able to attend the ten day camping experience at Mendocino Camp organized by the local Boys&Girls
Club, and
WHEREAS,these employees not only insured that the camp expense itself was paid, but also made sure that each
child had the necessary sleeping bag, camp clothing, toiletries, and other necessities, and
WHEREAS, this same group of employees has also been involved in helping families in need at holiday time to
enjoy special Chrisbnas and Thanksgiving dinners and have also supported other charitable organizations by
getting Contra Costa Health Plan employees to donate to the American Cancer Society's Daffodil Days;Cerebral
Palsy's Casual Day;Teens Who Care Project;and the Junior Achievement Program;
NOW, THEREFORE, BE 1T RESOLVED that the Board of Supervisors of the County of Contra Costa
RECOGNIZES the volunteer community work of Lenell Anderson, Carolyn Carpenter, Darlene Koch, Susanne
Penfold, Cindy Shelby,Becky Susina;and Marie Servantes, and COMMENDS them for their dedication to the youth
of this County.
